- This announcement constitutes a Notice of Proposed Contract Action (NOCA) for a non-competitive sole-source negotiated contract with The Charles Stark Draper Laboratory, Inc. (Draper Labs), Cambridge, MA to procure Enhanced Geospatial Product Library (EGPL) support, needed by Air Force Life Cycle Management Center (AFLCMC)/Detachment 12. Draper Labs will be tasked to support Kessel Run in the development, testing, sustainment, and transition of the EGPL capability. This team will develop, maintain, and implement functionality that will enhance the current state of the program. The EGPL is a world-wide distributed United States Air Force repository for geospatial products from the National Geospatial Intelligence Agency (NGA) and other government sources.� Its purpose is to provide the Geospatial Intelligence (GEOINT) information needed by the Air Force and other Department of Defense command and control systems. EGPL is on premise, continuously updated, NGA Foundational GEOINT data seamlessly accessible via shared drive or browser. The proposed period of performance for this effort is anticipated to be one year. The anticipated award date is August 2020. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the effort in the timeframe listed above. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Your responses will be treated as information only. It shall not be used as a proposal. Interested parties may submit unclassified responses to this notice by email. Deadline date for the submittals is 24 June 2020 at 12PM Eastern Standard to Matthew Patterson at matthew.patterson.3@us.af.mil and Pamela DuBrey at pamela.dubrey@us.af.mil.
