- Memphis VAMC is requesting a vendor to perform Switchgear circuit breakers and Transformers inspection of approximately one hundred (100) circuit breakers and three-hundred transformers (300). The VA is contemplating a base contract, period of performance 10/01/2020-11/30/2020. STATEMENT OF WORK Perform Tri-Annual on Circuit Breaker and Transformers. A.1 INTRODUCTION This requirement is to provide a tri-annual maintenance on VAMC Memphis electrical distribution system. A.2 BACKGROUND The VAMC Memphis serves veterans in the Memphis, Tennessee and surrounding Mid-South area. The VAMC Memphis is a 24 hour / 365-day facility. The VAMC Memphis requires a tri-annual maintenance completed on it electrical distributions system which include approximately (100) circuit breaker and (300) transformers. A.3 SCOPE OF WORK Contractor shall provide all labor, tools, materials and inspection equipment as necessary for the inspection and testing of Switchgear circuit breakers and Transformers in Building 1A, 1,7, 5, 9 and 10; at the Veteran Affairs Medical Center, Memphis, TN 1030 Jefferson Ave 38104. Contractors are to test approximately one-hundred (100) circuit breakers and three-hundred transformers (300). The breakers with Digi trip 310 programmers will be secondary injection tested. The smaller molded case breakers will be primary injection tested. All breakers and enclosures will be cleaned. The circuit will be inspected for contact alignment and correct wipe and gap. The Operation mechanisms will be cleaned, lubricated and inspected for proper operation. The primary intermediate and arcing contacts will be cleaned and inspected for excessive arcing, pitting and abnormal wear. The primary disconnecting device contacts will be cleaned and lubricated with the appropriate contact lubricant. Secondary disconnect and auxiliary relays will be inspected for excessive arcing, abnormal wear and proper operation. Circuit breaker interlocks, mechanical and electrical, will be checked for proper operation. The primary contact resistance of each phase to-phase and phase-to ground insulation resistance test will be performed in accordance with the ANSI standards. The circuit breaker trip units will be tested with a Secondary Injection test. All transformer exterior shall be cleaned. An infrared testing shall be performed on each transformer, if a loose connection or any other discrepancies is found, the transformer will be scheduled for and outage for repairs. This work must be performed on a Saturday and Sunday to provide minimum disruption the Hospital operations. Contractor shall provide a copy of the inspection report of all equipment listed in accordance with commercial practices, manufacturer's specifications. 2. GENERAL INFORMATION/DEFINITIONS: a. Normal business hours are 8:00 a.m. to 4:30 p.m., Monday through Friday excluding the following federal holidays: New Year's Day Martin Luther King Day President's Day Memorial Day Independence Day Labor Day Columbus Day Veteran's Day Thanksgiving Day Christmas Day b. COR Contracting Officer's Representative. The contracting officer reserves the right to designate representatives to act for him/her in furnishing technical guidance and advice or generally supervise the work to be performed under this contract. Such designation will be in writing and will define the scope and limitations of the designee's authority. A copy of the designation shall be furnished the contractor. There is expected to be one (1) COR and Boiler Plant Operator will be designated to place emergency calls after hours or when the COTR is not otherwise available. STATEMENT OF WORK PART SUPPORTING INFORMATION C.1 PLACE OF PERFORMANCE VAMC Memphis, 1030 Jefferson, Memphis, TN, 38104. C.2 PERIOD OF PERFORMANCE C.3 SPECIAL CONSIDERATIONS C.3.1 Work Hours: The VAMC is a 24 hour /365 -day facility. Engineering normal working hour are between 0700 am and 4:30 pm. C.3.2 Site Regulations - All work shall be performed in accordance with VAMC Memphis rules and regulations. All contractor/vendor personnel shall display a VAMC Memphis issued identification badge while performing work on any VAMC Memphis property. C.3.3 Working Conditions/Safety - The contractor/vendor is solely responsible for working conditions on the jobsite, including safety of all persons and property during performance of the work, and for compliance with applicable OSHA regulations. 3. In order for you to engage in your work at VA, you are required to ensure all contractors who will be working on the contract complete a mandatory training program titled VA Privacy Training for Personnel without Access to VA Computer Systems or VA Sensitive Information (VA20939). This training is offered through the VA Talent Management System (TMS), a system that offers web-based training to VA employees and its partners. You must ensure each contract employee self-enrolls for a profile on the VA TMS by visiting https://www.tms.va.gov/plateau/user/login.jsp. Once there, employees should follow the steps below to create a profile, launch the mandatory training, and complete the content prior to their next day at VA. Upon completion by all employees, the contractor shall provide their Contracting Officer Representative with each employee s printed certificate of completion from the TMS. This certificate displays the employee s TMS User ID. Managed Self-Enrollment (MSE) enhances VA s training and reporting compliance, and is another step toward establishing VA as a 21st century organization built on providing the best care and service possible for our Veterans! 4. The taking of Photographs is prohibited while on VA premises. All employees are required to wear an approved ID badge facing forward above the waist at all times while on VA premises. Employee must report to the VA Police located on the ground floor building (1) room CEG 5 to obtain an approved badge. Services will begin on October 1, 2020. The anticipated contract type will be a firm fixed-price. The solicitation will be posted to FedBizOpp website on or about June 11, 2020. This date is subject to change.
