Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract using DESIGN-BUILD selection procedures for the Correction of Water Filtration of Buildings TT54, 1, 3 and 60 at the Veterans Affairs North Texas Health Care System (VANTHCS) in Dallas, Texas. PROJECT DESCRIPTION: The project will include the design and construction to correct water infiltration, correct deficiencies, and repair water damage to connecting corridor and perform remediation work of modular building TT54 due to water infiltration as well as restore and renovate exterior and interior space for safe occupational and functional use. All investigative reports and drawings will be provided for review. The contractor will incorporate findings and provide full set of drawings and specifications at 65%, 95% and 100% review. The review period will allow for two weeks for the government review before incorporating any changes or corrections. The contractor team will inspect the connecting corridor envelope located near the modular building TT54, investigate all possible avenues of water diversion from existing modular building roof drains as well as intersecting corridor roof and other possible avenues of entry. The contractor will develop a schedule, which may include phasing to accomplish tasks. The purpose of this project is to correct or create the path for water to run off away from the intersecting corridor roof and the modular building to existing storm drains. This will also include the inspection all gutters and down spouts which may have to be repaired, replaced, or added. Drains are all to be tested to ensure that they are open to mains. Clean and re-seal all wall penetrations inside and outside of buildings. Install waterproofing materials as appropriate on exterior walls at the subsurface levels. All work will take place within the footprint of the connecting corridor for buildings 1, 3, 60 and adjacent modular building TT54. More information, to include specifications and drawings, will be available when the solicitation is issued. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 Million. The solicitation will be issued on or about March 20, 2020. The period of performance is approximately 270 calendar days from the issuance of the Notice to Proceed. The Magnitude of Construction is expected to be between $1,000,000.00 and $2,000,000.00.
