- NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs, SAO West - Network Contracting Office (NCO) 22, for the VA Greater Los Angeles Healthcare System (VAGLAHS), intends to solicit and negotiate with one source, Candice Monson, PhD. The statutory authority for restricting competition under Simplified Acquisition Procedures (SAP) for Single Source, commercial item acquisitions not exceeding the Simplified Acquisition Threshold (SAT), currently $250,000, is 41 U.S.C. 1903, as implemented by FAR 13 Simplified Acquisition Procedures. Candice Monson, PhD, will provide VA Family Services Training Program provides Evidence Based Family Intervention trainings to qualified mental health providers across the VA nationally. The Program will continue to receive administration support through VA EES for organizing and managing the accreditation of all their EBP trainings. However, the program requires the services of a Master Trainer for Cognitive Behavioral Conjoint Therapy for PTSD (CBCT). As Master Trainer, in-person and/or web-based training seminars, video training sessions, and telephone conference will be with trainees on CBCT. The North American Industry Classification System Code (NAICS) is 611699 with a size standard of $11M. Candice Monson, PhD is classified as a small business under that NAICS. No solicitation package will be issued. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the specifications above may give written notification to the point of contact no later than 3:00 P.M., (PST) on June 18, 2020. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
