Description
INTRODUCTION The Department of Veterans Affairs, Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting quotations and subsequently awarding a Firm-Fixed-Price service contract for Boiler Plant Operations at the Miami, Brooklyn, Beckley, Salem, Bronx, American Lake, Seattle, and White City VAMCs. DESCRIPTION The VA is seeking potential sources to operate during certain shifts a fully functioning High Pressure (15 PSI and greater) Boiler Plant with all the associated equipment to produce and distribute high pressure steam at the identified above VA Medical Centers. VA Boiler Plants are located at various locations throughout the United States of America. Coverage is to include various rotating shifts which includes days, evenings and night as well as weekdays and weekends (to include Holidays). Operators must always remain in boiler plant during their shift. Some sites may have hazardous substances/chemicals such as asbestos piping insulation and special precautions will need to apply when doing certain types of work per Occupational Safety and Health Administration (OSHA). Contractor s work will be confined to the Boiler Plant at each site. Parking will be arranged by VA. Requirements and Qualifications: Please see the attached statement of work for project requirements and qualifications. ADMINISTRATIVE The solicitation will be issued as a Request for Quote (RFQ) conducted in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The solicitation will be Full and Open Competition. The applicable NAICS code is 541330. The solicitation will be issued on or about June 3, 2020 for approximately nine (9) calendar days. Offerors will be required to submit their quotes electronically via email. This notice is not a request for competitive offers. Questions of a technical nature will not be answered as part of this notice; however, all general questions may be submitted in writing to the issuing office via email at Samantha.Mihaila@va.gov. Telephone calls will not be accepted. The VA reserves the right to use only Contracting Opportunities, via beta.sam.gov, to provide notification of any amendments to this notice and the subsequent issuance of the solicitation. It is the contractor s responsibility to view Contracting Opportunities daily for any amendments to this notice and the subsequent issuance of the solicitation.
