- Description
- Contract Objective.� The purpose of this Contract is to replace valves and steel piping so that the Boiler Plant, located at the Edward Hines Jr. VA Hospital, 5000 South 5th Avenue, Building 205, Hines, Illinois 60141, will pass the VHA Boiler Safety Device Test Manual, 5th Edition, Checklist for Liquid Relief Valve on Oil Pump Set (LRVOPS).� See Section D, Attachment 1.� This work will include replacement of the fuel oil relief valve, fuel oil piping, and Boiler Steam Relief drip-pan piping. Current Conditions.� The Boiler Plant is in operation providing the Hines VA Hospital campus steam load and must therefore always remain in service.� The fuel oil system can be serviced while the boilers operate on natural gas.� Individual boilers may be shut down, if necessary, only after prior coordination with the COR. Scope of Work.� The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required to perform the following: Remove the existing relief valves, gate valve, check valve, and piping from the three-pump skid to the Fuel Oil Return main line.� See Section D, Attachment 2, for an illustration of piping and pump details.� Replace the relief valves and piping to provide adequate relief to the full working capacity of the existing pumps.� The completed setup must pass the VHA Boiler Safety Device Test Manual, 5th Edition, Checklist for Liquid Relief Valve on Oil Pump Set (LRVOPS).� See Section D, Attachment 1.� This test must be successfully demonstrated in the presence of the COR. Install piping per the attached drawing, Section D, Attachment 3, to provide adequate drainage of the Boiler Safety Valve drip/drain pans at all four (4) boilers.� Drain pans are located at the top of the boilers; final termination must be at ground level. Piping material and installation quality shall comply with VA specifications.� See Section D, Attachment 4 � 23 05 10 Common Work for Boiler Plants, Attachment 5 � 23 10 00 Facility Fuel Systems, and Attachment 6 � O&M Manual-Facility Fuel System. Period of Performance.� All work under this Contract shall be fully completed within thirty (30) calendar days of award. Scheduling.� All work performed under this Contract shall be performed on Business Days, defined below, as scheduled with the COR.� Prior coordination with the COR is mandatory. Service Technician Requirements.� All service technicians performing work under this Contract shall be properly trained to perform that work.� The Contractor shall provide a copy of any service technician�s training record the next Business Day, as defined below, upon demand by the COR. Legal/Regulatory Compliance.� All work performed under this Contract shall comply with all applicable federal, state, and local laws, regulations, ordinances, rules, and professional standards, specifically those promulgated by: the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code; the National Fire Protection Association (NFPA) 85 Boiler and Combustion Systems Hazard Code; NFPA 70E Standard for Electrical Safety in the Workplace; and the Office of the Illinois State Fire Marshal, Boiler and Pressure Vessel Safety Division.
