- AMENDMENT 1 dated June 10, 2020 The purpose of Amendment 1 is to provide responses to questions.� The due date and time of proposals remains unchanged. Amendment 1 RFQ # HHSN-20-Q-198547 � CONTAMINATION CONTROL AND CLEANING SERVICES PROJECT FOR THE NATIONAL INSTITUTES OF HEALTH (NIH), CLINICAL CENTER (CC) QUESTIONS AND ANSWERS: 1.�� Is this solicitation covered by EO 13658 (page 26/64 of the solicitation)? Are we are to include fringe benefits for staff under the contract? ANSWER:� EO 13658 is applicable to this requirement.� The pricing instructions require price proposals to cite fully loaded rates.� 2. Please provide a link for the electronic form/portal- Far provision 52.212-3 (page 42/64 of the solicitation). �ANSWER:� The proposals are to be submitted by the due date and time by email to the individuals cited in the RFP. Instructions on the format are detailed within the RFP. 3.�� Our company is interested submitting a bid. However, it states we should have multiple experience in the industry or equivalent regulated by cGMP through past and current client lists. We have some experience with (deleted organization) but we do not know if this hospital applies as regulated by cGMP. We usually contract directly with them. Is this experience applicable or is it necessary that our experience may be obtained through the Past Performance Information Retrieval System (PPIRS) including Report Card (RC), Federal Awardee Performance and Integrity System (FAPIIS), the Contractor Performance Assessment Reporting System (CPARS)? ANSWER:� Past performance will be evaluated based upon the submission of past performance information.� It may be a reference or may be a report from PPIRS, FAPIIS or CPARS ORIGINAL NOTICE This is a Combined Synopsis/Solicitation for commercial supplies/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The National Institutes of Health (NIH), Clinical Center (CC), Office of Research Support and Compliance (ORSC) is seeking a qualified and experienced vendor to provide contamination control cleaning services for aseptic processing facilities at the NIH Clinical Center on the Bethesda, MD campus. The vendor must be able to demonstrate that it has a significant presence and experience in the pharmaceutical industry or equivalent regulated by cGMP through past and current client lists. The Federal Government intends to award a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity Contract in accordance with FAR 16.504. The North American Industry Classification System (NAICS) Code for this requirement is 561720 (Janitorial Services) and the Small Business Size Standard is $19.5 Million Dollars in Annual Receipts. Award of this requirement shall be predicated on �Best Value.� The Contracting Officer (CO) will determine �Best Value� to the Government based on the highest technically rated Offerors whose prices are found to be fair and reasonable. A comparative evaluation of offers shall be conducted in accordance with FAR Subpart 13.106-2 (3). The following factors, listed in descending order of importance will be used to evaluate offers: (1) Technical Qualifications, (2) Past Performance, and (3) Price. Technical Qualifications and Past Performance when combined are more important than Price. Quotes are due no later than Tuesday, June 16, 2020 at 12:00 p.m. (EST) as it is the intent of the Federal Government to make a Contract Award for this requirement by Wednesday, July 01, 2020.
