Description
Sources Sought to Provide Integrated Product Support for the Chemical, Biological, Radiological, and Nuclear (CBRN) Mounted Reconnaissance Modular Mission Payload The U.S. Army Joint Product Manager (JPM) for Reconnaissance and Platform Integration intends to award a support contract for Integrated Product Support (IPS) for Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) Sensor Suite Upgrade (SSU) Modular Mission Payload (MMP) Capability Set 2.1 (CapSet 2.1). The IPS tasks will provide support up to the Conditional Material Release (CMR) of the SSU equipment. The NBCRV SSU program has conducted two (2) phases of development; Phase 1 (CapSet 1.0) to support Joint Warfighters Assessment (JWA) 2019 and Phase 2 (CapSet 2.0) to support JWA 2020. Logistic products were produced in support of these phases. �CapSet 2.0 documentation will be provided under this contract as a baseline.� The contractor will develop and provide IPS to the NBCRV SSU up to a Materiel Release Decision expected in 4QFY22.� Services to be Provided �Development of Products and Data: The contractor shall use Government Furnished Information from CapSet 2.0 to continue the development of the following logistics products for the CapSet 2.1: Failure Modes Effects and Criticality Analysis (FMECA) Fault Tree Analysis Draft Army Technical Manuals: TM 3-6665-446-10 Operator and a draft -23&P Field Maintenance Manual Interactive Electronic Technical Manuals for the Operator and Field Maintenance TMs Maintenance Work Order for installation of SSU Training Products to include: Course Conduct Information Package, Training Conduct Support Document, and test of knowledge packages � The contractor shall develop the following training courses and conduct on-site training and support for the SSU CapSet 2.1: Operational New Equipment Training for Soldiers Field Level Maintenance New Equipment Training Doctrine Tactics, and Techniques Operational New Equipment Training for Test Conduct/Support Operators Place of Contract Performance The contractor will be required to perform at various locations.� The schedule has yet to be finalized, but several of the known locations are: Government�s Design Integrator at Elkridge, MD.� The contractor may also have to attend other data gathering and design influence sessions at other sub- contractor facilities throughout the USA; locations to be determined. Deliver training and system support at Government test facilities, to include but not limited to: Aberdeen Proving Ground, MD and Dugway Proving Ground, UT. Contractor�s facility for preparation of contact deliverables. Joint Product Manager�s facilities for required program meetings, Edgewood, MD The Joint Product Manager for Reconnaissance and Platform Integration requests that sources, with the NAICS Code of 541690, capable of meeting the Integrated Product Support for the CBRN Mounted Reconnaissance Modular Mission Payload. Sources will be limited to contractors in The Small Business Administration�s (SBA) 8(a) Business Development Program. Respond to this Government request with the following information: Name and location of the facility for the development of the logistics products. Capability Statement Prior experience with the development of IPS on similar development/upgrade programs. Prior experience with delivering the required training to US Army Company marketing literature. � The requested information should be submitted electronically in Adobe Portable Document Format (.pdf).� When printed onto single-sided letter-size sheets the submitted information should not exceed four (4) sheets.
