- Request for Information for Gulfstream Aircraft Procurement This Request for Information (RFI) serves as part of a market research effort by the United States Coast Guard (USCG) Office of Contracting Operations (CG-912) in support of the USCG Office of Aviation Acquisitions (CG-9311) Long Range Surveillance Program Office. All information received from this RFI will be used for planning and market research purposes only. Responses to the RFI become Government property and will not be returned. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties' expense. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. To the maximum extent possible, please submit non- proprietary information. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for damages related to proprietary information that is not properly identified. Any submissions in response to this RFI constitutes consent for that submission to be reviewed by Government personnel and USCG Contractor employees supporting CG-9311, unless the respondent clearly objects in writing to the release of this information to USCG Contractor employees supporting CG-9311 in a cover letter accompanying the respondent's submission. All Government and USCG contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. 1.0 - Description This is a Request for Information (RFI) as defined in FAR 15.201(e). This RFI is issued in order to identify qualified sources for upcoming Aviation OEM supply provisioning & Distribution efforts for C-130J aircraft. In accordance with FAR 52.215-3, this RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any goods or services whatsoever. Further, the USCG is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are reminded that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the beta.SAM.gov website. It is the responsibility of the potential respondents to monitor these sites for additional information pertaining to this requirement. The applicable NAICS code for this requirement is 336411 - Aircraft Manufacturing. 2.0 - Background The Government is conducting market research to identify potential sources that possess Aviation supply chain management, support, and services. CG-912 & CG-9311, in support of the Lockheed Martin C-130J Aircraft Procurement is seeking information on how an interested contractor could enter into a contract that assists in the buildup of the USCG supply chain & initial inventory provisioning build up. This inventory bolstering directly effects USCG C-130J aircraft. The required supplies and materials may be delivered directly to the USCG Aviation Logistics Center in North Carolina or USCG Air Stations throughout the United States including AK, HI, and Puerto Rico in order to increase sparing materials used for the aircraft functionality or operational missions with respect to search & rescue, intelligence, surveillance and reconnaissance functions. 3.0 - Questions to Industry Interested potential sources should respond by answering the following questions: 1. What are your company's capabilities and years of experience with regards to supply chain management, Aviation OEM expertise, Aviation OEM supply distribution, and Logistic Support personnel for continued market research as aircraft materials become diminished in availability? Claims of existing capabilities must be substantiated. 2. Do you currently have a company-owned aviation logistics supply distribution facility, supply line, and supply personnel that can independently acquire / produce / manufacture / supply components (Parts, special tools, equipment, etc.) found specifically on or associated with Lockheed Martin C-130J aircraft? Where is it located? What is the capacity to support the supply and demand of parts, materials (repairable or consumable), or tooling? � �� 3. What type of warranties are offered as part of new C-130J aircraft components, parts, materials, equipment or tooling? 4. Regarding the RFI attachments materials list, what is the timeline to provide new C-130J aircraft components, parts, materials, equipment or tooling to the USCG starting at contract award? (Ideal contract type is IDIQ or catalogue) 5. Do you own or similarly hold the rights to any technical data to manufacture or distribute any Lockheed Martin C-130J aircraft components, parts, materials, equipment or tooling? 6. What is your company's ability to enter into a support contract or an IDIQ contract with the USCG for 3-5 years of support to the C-130J aircraft components, parts, materials, equipment or tooling? 7. What percentage of the RFI attachments materials list can be supplied to the USCG in its entirety? (As in, of 200 items listed, 100 can be supported, thus 50% of listed items are supportable; the additional 100 items are not obtainable by our organization). What items can be supported, please list in a table format. 8. Of the items listed that can be supported from the RFI attachments � which items can be delivered to the USCG ALC or an Air Station located in the United States including AK, HI, and Puerto Rico by October 2021? 9. Minus any potential additional distribution fees or management cost, what are the direct current/retail OEM cost per component listed in the RFI attachments? If the Government does, this information will be provided via beta.SAM.gov notice. 6.0 - Additional Instructions The Government does not guarantee that questions received after 30 days of the publication date of this RFI will be answered. This Request for Information does not constitute a Request for Proposal and is not to be construed as a request for an offer. Therefore, there will be no evaluation of responses to this notice for contract award purposes. Reimbursement will not be made for any cost associated with providing information in response to this announcement and any follow-up information requests.
