6/11/2020: deadline for responses extended until�3:00 pm�(Eastern) on Friday, June 12, 2020 (updated solicitation attached with revised deadline) 6/8/2020: deadline for responeses extended until 3:00pm (Eastern) on Tuesday, June 9, 2020 (updated solicitation attached with revised deadline) Please see the attached solicitation for full details.� Background The Food and Drug Administration (FDA) Northeast Food and Feed Laboratory, Microbiological Sciences Laboratory analyzes a wide variety of samples that require the development and verification of methodology to detect contaminates in a wide variety of regulated commodities. The Attune Acoustic Focusing Flow Cytometer is used to determine the presence or absence of toxins from bacterial or marine dynoflagellate sources (or similar) associated with investigative environmental samples, regulatory surveillance samples or outbreak samples. The equipment (Serial Number: 9AAFC03430112) was purchased new in 2012 and is currently under a preventative maintenance contract through June 22, 2020.� The instrument was last serviced on or around January 17, 2020 and is not known to have any existing issues. Purpose In order to reduce instrument downtime and improve instrument reliability, a preventive maintenance contract is necessary to ensure optimal instrument performance. The purpose of this SOW is to achieve an annual preventative maintenance and repair services agreement for an Attune Acoustic Focusing Flow Cytometer.� Serial Number:� 9AAFC03430112.� The purpose of this acquisition is to procure Contractor support to provide a service contract that shall include telephone technical support, on-site technical support, and one annual preventative maintenance visit per year. Requirements Offerors are afforded the opportunity to inspect the system by contacting the Contract Specialist identified in the solicitation to schedule an appointment.� Failure to inspect the system will not relieve the successful offeror from fully meeting the requirements of the resulting contract at the price offered. The Contractor shall provide the requirements described in this Statement of Work (SOW).� The Northeast Food and Feed Laboratory is in need of a preventative maintenance and repair services agreement for annual maintenance and potential repair services of the Attune Acoustic Focusing Flow Cytometer instruments. Service contract coverage shall include trouble-shooting capabilities based on complete knowledge of the entire instrument, immediate access to certified replacement parts, and immediate access to improvements and new procedures provided by the original vendor and manufacturer. Service shall be provided by service engineers who are trained and certified by the original equipment (OEM) manufacturer. Engineers shall have access to the manufacturer�s latest technical developments, repair procedures, application updates, diagnostic software, and planned maintenance procedures. The contract shall enable the instrument operators to have access to the manufacturer�s call center for technical assistance, which shall be staffed by senior engineers to provide a high level of expertise for troubleshooting the instrument. At least one (1) preventative maintenance (PM) visit shall be included per contract year. This visit shall be inclusive of all parts, labors, travel, consumables and supplies which are necessary to complete the OEM,�S suggested PM protocol. Technical Specifications: At a minimum, the support plan shall cover engineer labor and travel, at least one (1) annual scheduled Preventative Maintenance visit per year, any repairs needed on the instrument during the coverage period, factory-certified replacement parts, and technical support. Through the service agreement, the Contractor shall provide the necessary personnel to execute on-site preventative maintenance and repair and other services as identified below: Providing NFFL/LAB users with direct telephone and/or Internet technical support from Original Equipment Manufacturer (OEM)-trained individuals. The equipment portion of the service agreement shall include at least one (1) annual Preventative Maintenance visit per year and on-site repair calls when necessary. The service contract must provide unlimited on-site visits with a maximum 72 hour on-site response time (for issues that cannot be resolved remotely via telephone or Internet). All maintenance and repair activities (including warranty work) shall be accomplished in accordance with Original Equipment Manufacturer (OEM) specifications using OEM parts. All PM or repair services shall be performed by OEM-trained technicians Contractor shall have access to the most current OEM factory training for hardware. Contractor shall have access to the most current OEM factory parts � not build to order parts. Contractor shall not use salvaged parts from other instruments for performing maintenance and repair. All parts used in the PM and repairs must be guaranteed, factory-tested, OEM quality parts. PM visit includes replacing parts subject to wear as defined by OEM specific PM checklist with OEM factory parts. Parts, labor and travel/per-diem costs for PM and repairs shall be included in the price of the service agreement. Records and Reports The Contractor shall, commensurate with the completion of each service call (inclusive of warranty service), provide the end-user of the equipment with a copy of a field service report/ticket identifying the equipment name, manufacturer, model number, and serial number of the equipment being serviced/repaired and detailing the reason for the service call, a detailed description of the work performed, the test instruments or other equipment used to affect the repair or otherwise perform the service, the name(s) and contact information of the technician who performed the repair/service, and for information purposes, the on-site hours expended and parts/components replaced.
