Description
NOTICE OF INTENT TO SOLE SOURCE - BIOSPYDER The U.S Environmental Protection Agency (EPA) intends to award on a sole source basis with BioSpyder Technologies, Inc. for follow-on of analysis of additional tissues from 5 Day PFAS Rat Study. This procurement is recommended to be processed without full and open competition. BioSpyder Technologies, Inc., is the only source that can furnish the requirements, to the exclusion of other sources, because Biospyder conducted the initial 5-day dosing necropsy and toxicogenomic evaluations of the liver and kidney of the rats. It was later determined that it was necessary to examine additional tissues of the rats and there is not sufficient time to complete this work under the current contractual mechanism which is work assignment 301 under contract EP-C-5-008 with Jacobs Technology. For experimental consistency, all of the rat tissue must be examined using the same processes in the same laboratory. Using different laboratories would introduce unacceptable questions of whether the samples were evaluated using the same methodology and whether the samples were handled the same. Therefore, EPA believes BioSpyder Technologies, Inc., is the only vendor capable of providing the above referenced sample analysis. The circumstance permitting is FAR 6.302-1 ""Only one responsible source and no other supplies or services will satisfy agency requirements"". All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
