- Description
- DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13.5 SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05, effective March 30, 2020. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees. This acquisition is being procured as a Brand Name only Total Small Business Set Aside. Only quotes submitted by qualified small business concerns will be considered. If the Contractors representations and certifications in SAM.gov do not reflect the NAICS code governing this solicitation, Contractors must submit documentation that they are a small business under the NAICS code governing this solicitation. This is a brand name only requirement. Quoters must provide the brand name identified within the Statement ofRequirements (SOR). All part numbers listed herein are Agilent GC-MS systems. The brand name only justification is as follows: Forensic science research within the Surface and Trace Chemical Analysis Group (STCAG) is experiencing increased growth, and there is need to procure new technologies for projects that are aiding federal, state, and local forensic laboratories. One required technology is a gas chromatography mass spectrometry (GC-MS) system which represents the current state-of-the-art in these laboratories. A number of research projects, namely in the areas of fire debris, drugs, and explosives analysis are being planned that require the use of a GC-MS system representative of those commonly used in the field. A vital part of the STCAG mission is to aid federal, state, and local forensic laboratories by helping them maximize the use of their GC-MS systems, including method optimization, method validation, method development, database development, research, and standards development. In order to continue providing the most current and applicable service to its customer and collaborator base, it is crucial that the STCAG use the same instrumentation as the majority of the laboratories analyzing scientific casework. Within the STCAGs network of external collaborators, Agilent GC-MS systems are used by all agencies. Because of this need, it is critical that an Agilent GC-MS system is procured. The objective of this solicitation is to establish a Firm-Fixed-Price purchase order based on the specifications described in the attached SOR. Only new instruments will be considered with adequate initial on-site familiarization, on-site training, and an initial warranty of at least 1 year. Options for additional years of service beyond the initial warranty period are required.
