Description
The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to contract by means of other than full and open competition, pursuant to FAR 6.302-1, �Only One Responsible Source� and FAR 6.302-1 �No Other Supplies or Services Will Satisfy Agency Requirements,� to small business Steven Center Management Company for a two-year period of performance. ORP sub-leases 2440 Stevens Center through General Services Administration (GSA). The building owner is Extended Legacy, LLC (Garlick). The facility manager is Stevens Center Management (SCM). Routine services, maintenance, and repairs are provided through the leasing arrangement. ORP has specific requirements for alterations not provided through the lease that must be performed in accordance with the terms of the lease. Except as specified elsewhere in the contract, the contractor shall furnish all labor and materials necessary and required to satisfactorily perform the specific work as requested by ORP at 2440 Stevens Center Place, Richland Washington. Work to be performed will be ordered on a routine basis throughout the period of performance. Quantities ordered through the contract will be invoiced at the prices included in the contractor�s fixed price rate schedule incorporated into the contract. The contractor shall provide ORP with an ancillary of services that are not addressed in the lease agreement to include: installation of water line; electrical cable; removal of office items such as dry boards, bookcases, and hanging pictures; additional janitorial duties; and answer emergency requests for additional services to mitigate current and immediate health risks. All tasks performed through the contract shall be in conformance with national, state, local codes, and within the terms and conditions of the lease agreement GS-10G-07373 or most current at the time of order acceptance. ORP knows of other contractors that can support this effort through market research however, due to the above requirements, Steven Center Management is the only contractor that is authorized to perform work under the lease agreement building between the owner Garlick and GSA Public Building Service. Furthermore, this notice is not a solicitation for proposals, and none will be accepted. ORP invites interested small businesses to submit a Statement of Capability for ORP review. The length of this procurement is estimated at two years with an estimated cost of $125,000/year for an estimated total of $250,000.00.
