Description
Modernization of Army and Joint Service COMSEC key loader devices is an important priority of the defense department�s network modernization efforts. Program Executive Office C3T is leading the development and production of advanced cryptographic services through the Next Generation Load Device-Medium. Program strategy and requirements have been clarified over the past year, culminating with the release of a draft Request for Proposal through DISA DITCO in May 2020. Following comment from industry, DITCO hosted one on one sessions with potential vendors and PEO C3T in order to understand industry feedback concerning pricing strategy, technical considerations, development strategy and intellectual property. The program office assessed the feedback and is now incorporating major aspects into a final NGLD-M RFP. ��������������� Originally the program office anticipated a June 2020 final RFP release through DISA DITCO. The program is now adjusting the acquisition plan to transition the effort from DISA DITCO to ACC APG for management of the contract action. The program office anticipates a final RFP no later than November 2020 with awards still expected in FY21. The program will adjust some aspects of the strategy to help increase multi-vendor competition, enable rapid software integration options, leverage mature Non-Developmental Item (NDI) potential solutions, and accelerate NSA certification. Lastly, the program office will ensure the protection of industry partner intellectual property while also making sure the government has the proper data and design specifications to accurately develop cost effective sustainment plans.������������ ������������ While the program does not anticipate a holistic large scale change in the NGLD M acquisition plan, it is taking these steps ensure the best competitive environment possible.
