Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Market Tech, Inc.; 340 El Pueblo Road, Suite E; Scotts Valley, CA 95066-4237 for the purchase of one (1) multicolored laser system to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need for one (1) multicolored laser system which includes the purchase of five (5) lasers and two (2) combiners for the lasers. NIST requires the multicolored laser system for the continued development of measurements fir accuracy for nanoscale fluid flow and is also developing devices that measure optical properties of living mammalian cells in flow at high speed. In order to expand capabilities to measure multiple optical signals at once, NIST requires a multicolored light source that combines independently controlled lasers into a single optical fiber, which is then coupled into our custom optofluidic systems. Omicron multicolored laser system is the only system that are compatible with existing Omicron LuxX lasers in the laboratory. In order to allow for calibrating the new system to our existing measurement technologies an Omicron system must be obtained. In addition, the required system must also work with NIST�s custom Matlab and LabView software used in existing programs. Market Tech Inc. is the sole distributor of the manufacturer Omicron equipment identified that meets the required minimum specifications and is compatible with existing equipment. *****The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
