Sources Sought Evidence Based Tobacco Text Messaging Treatment New York, NY Synopsis: Please note that this is not a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, Bronx VA Medical Center, is conducting a market survey for qualified firms capable of providing the following services for VA New York Harbor Healthcare System (VANYHHCS) Manhattan Campus Background Effective cessation approaches include medications and behavioral treatment (including face-to-face counseling, telephone counseling and text messaging). Unfortunately, increasing rates of use of behavioral treatment has proven more difficult than increasing rates of medication use. The two main evidence-based approaches available in the U.S. for behavioral tobacco dependence treatment include Quitline s (to deliver telephone counseling) and text messaging programs. Although these services are available to Veterans, very few of them utilize the services. Our goal is to introduce a new approach to the referral process for Veterans to see if these approaches will increase their likelihood to use these cessation programs. OBJECTIVES Contractor shall provide text messaging through a mobile SMS text message-based Tobacco Cessation Intervention Program enabled by health messaging platform, web site(s)/services and program materials, to veteran participants in the VA NY Harbor Opt in Tobacco Cessation project in order: (1) To compare the effectiveness of an opt-out approach to an opt-in approach at helping patients quit smoking in primary care; (2) To compare the costs and benefits of an opt-out approach to an opt-in approach to smoking cessation in primary care; and (3) To evaluate patient and staff factors affecting implementation of the opt-out and opt-in interventions in primary care. Scope: The VANYHHCS requires evidence-based tobacco text messaging treatment for opt in tobacco cessation project. The Contractor shall send scheduled and interactive messages to participants including: Structured foundational outbound text messages scheduled at varying frequency throughout 4 stages of the quit process Pre-quit Quit Day Post-quit Intensive Post-quit Maintenance Interactive, interventional messages sent on-demand in response to specify key words submitted by participants (e.g., CRAVE, SLIPUP, RELAPSE) Text messaging to inform and encourage participants concerning medication support Periodic text message polls to survey and assess participant experience, satisfaction and outcomes The Intervention Program is available in English and can be configured for smoking cessation only, or for either smoking or smokeless cessation support. The North American Industry Classification Systems (NAICS) is 541990. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 541990. Qualified offerors shall be experienced in providing requirement and capable of supporting this facility. Responses to this notice will be used by the Government to make appropriate acquisition decisions. If your firm is a Service-Disabled Veteran Owned (SDVOSB) or Veteran Owned Small Business (VOSB), you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Responses to this notice should include company/individual name, a service capability statement, socio-economic status (e.g., SDVOSB, VOSB, small business, large business) and examples of similar facilities which you have provided services, DUNS number, address, point of contact with telephone and email address. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.Betasam.gov later, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
