SOURCES SOUGHT SYNOPSIS W912EP20Z0034 Manatee Harbor DMMA Offloading 2020, Manatee County, Florida � This announcement constitutes a SOURCES SOUGHT SYNOPSIS.� This announcement seeks information from industry and will ONLY be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS.� Respondents will not be notified of the results of the evaluation.� The Jacksonville District of the U.S. Army Corps of Engineers is seeking interest from prospective bidders for a potential fiscal year (FY) 2020 award of the aforementioned project.� ��The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities and qualifications of the Small Business Construction Industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors. The proposed project will be a Firm Fixed Price (FFP) contract.� The type of solicitation to be issued is anticipated to be an Invitation for Bid (IFB). �No reimbursement will be made for any costs associated with providing information in response to said synopsis or any follow-up information requested. **NOTE-An Industry Day is scheduled for 01 July 2020.� The Industry Day will be conducted via WebEx Presentation.� More information to follow via separate notice** DESCRIPTION OF WORK:� The project consists of excavating material out of the Manatee Harbor Dredge Material Management Area (DMMA) located in Manatee County, Florida.� The material shall be transported approximately 7.5 miles south to the Washington Park Placement Site. The excavated material will be used to construct a haul road in Washington Park with a finished crest elevation of 18.6 feet. Material from the DMMA shall then be placed in the fill template at the southern end of the haul road. The placed material shall be surrounded by a perimeter silt fence. Project work also includes clearing and grubbing, seeding, installation of drainage structures and slope protection features, and environmental monitoring. The project will have an estimated period of performance of 365 calendar days after receipt of the Notice to Proceed (NTP).� NAICS Code 237990 and the Small Business Size Standard is $39.5 million.� The anticipated magnitude of construction is $1,000,000.00 - $5,000,000.00. � Responses to this Synopsis shall be limited to 5 pages and shall include the following information: Company/Contractor name, address, point of contact, phone number and e-mail address, duns number and cage code. Provide a brief description of previous projects, ensuring to address the following: The Capability to execute and/or manage construction projects of comparable complexity and magnitude. Experience handling material in the DMMA that varies greatly in terms of grain size and water content.� Experience working with majority dry material that exists in spur dikes inside the DMMA.� Working with material at lower elevations and between spur dikes which is more saturated and may not be as conducive to hauling as the spur dike material.� Working in areas with saturated material which are not reliable surfaces to operate conventional equipment on Offeror shall identify their Small Business classification and Small Business Size _ Small Business _Small Disadvantage Business _ 8(a) Small Business _ HUB Zone _ SDVOSB _WOSB Joint Venture information if applicable A letter of current bonding capacity (up to $5,000,000.00) from an acceptable surety/bonding company both expressed in dollar value per contract and aggregate bonding capacity. � NOTE: DO NOT SUBMIT A RESPONSE TO THIS SYNOPSIS IF YOU DO NOT INTEND TO BID ON THIS PROJECT.
