Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Siegel Rare Neuroimmune Association 1787 Sutter Parkway Powell, OH 43065-8806. This procurement is to expand DVD�s AFM communication outreach and suite of materials targeted to parents of children, parents, and families affected by AFM. The Siegel Rare Neuroimmune Association�s (SRNA) is the only organization that promotes awareness to empower patients, families, clinicians and scientists, builds a collaborative and dedicated clinical care network, and helps advance scientific understanding and research on AFM and other rare neuroimmune conditions. Only through SRNA can CDC leverage their well-established network and relationships with families affected by AFM to further DVD�s programmatic work. Additionally, because SRNA has built relationships with these families for years, they are the only organization to have gained insight into the communities� needs, attitudes, and beliefs around AFM research, advocacy, and communication. No other organization has the foothold within the AFM community that SRNA does and therefore, no other organization can provide the insight into how to reach, speak to, and provide for this community like SRNA does. Finally, SRNA is the only partner qualified and known to develop parent-targeted communication products due to their ability to coordinate activities between families affected by AFM and CDC. CDC must have the activities associated with this statement of work produced expeditiously and efficiently before the next outbreak cycle. Alternative organizations or companies that could potentially produce similar work cannot produce these activities as quickly and efficiently as SRNA. CDC cannot produce this work with any other organization. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any quotation/response should be emailed to contract specialist Maria Shamburger at heg9@cdc.gov by COB July 2, 2020.
