This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. 2. The U.S. Army Contracting Command � Rock Island (ACC-RI) hereby requests a proposal for Pest Control Services in support of the Pine Bluff Arsenal (PBA), in accordance with Attachment 0001 PBA Pest Control Service PWS and Attachment 0002 PBA Pest Control Service PWS Attachments. 3. Solicitation W911RP-20-R-3007 is issued as a Request For Proposals (RFP), total set aside for Small Business, in accordance with (IAW) FAR 19.502-2(b)(1) and IAW the terms and conditions listed below under the heading Contract Terms and Provisions. This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13.5. 4. The Government Anticipates awarding a firm-fixed price contract with a one year base period and 4 option periods, as follows: Period of Performance: Base Period: 01 Jul 2020 � 30 Jun 2021 Option Period 01: 01 Jul 2021 � 30 Jun 2022 Option Period 02: 01 Jul 2022 � 30 Jun 2023 Option Period 03: 01 Jul 2023 � 30 Jun 2024 Option Period 04: 01 Jul 2024 � 30 Jun 2025 5. The following NAICS code and small business size standard apply: NAICS: 561710 Size Standard: $12,000,000.00. 6. Contract will be awarded in accordance with FAR 52.212-2 to the Lowest Price Technically Acceptable proposal with a price that is determined to be fair and reasonable. 7. Please submit all questions by 1:00 pm, Central time on June 04, 2020. The USG is not obligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered via amendment to the solicitation. 8. U.S. Department of Labor Employee Standards Administration, Wage Determination 2015-5122, rev. 12, dated 12/23/2019 applies to this acquisition. See Attachment 0004 � WD 2015 5122 rev 12. 9. Quotes shall be submitted electronically via email by 9:00 am, Central Time on June 15, 2020 via email. Q&A 06042020 Question: We have received several requests for information on the current Pest Control Contract at Pine Bluff Arsenal (PBA). Answer: The current contract is, W52P1J-15-P-3088, awarded to Best Pest Control, LLC, The firm fixed price contract was a base year and 4 option years at a total value of $1,290,987.50. Question: We have received several requests for information regarding a site visit.� Answer: Due to restrictions put in place as a result of the COVID-19 pandemic, a site visit will not be conducted.� However, maps are being provided.� There are 10 Fire Ant (FA) maps and 9 Weed Control (WC) maps that are now attached to this solicitation. Q&A 06112020 Question: Please confirm the start date of July 1, 2020. (Just asking because in the past it seemed there was more time for the bidding/accepting process.) Answer: The start date of the contract resulting from combined synopsis/solicitation W911RP-20-R-3007 is 01 July 2020. Question: On the contract it looks like there is 5 line items of scheduled pest control?��� PBA, ECBC, MEDDAC, QMUN, And RCMD which is items for scheduled pest control under line item 0001. Answer: On the contract there will be a line item for Scheduled Services, with 5 subCLINs that are broken out for services in support of PBA and the 4�tenant commands. Question: Is everything weed, mosquito, fire ant, and everything in attachments 1 and 2 included under 0001AA? Answer: All scheduled services that are�in support of the PBA, for the base year, is under subCLIN 0001AA.� All services that are scheduled for the tenant commands, for the base year, are included in subCLINs 0001AB, 0001AC, 0001AD and 0001AE as indicated by the subCLIN description. Question: Looking at the attachments, I assume for monthly, quarterly, and biannual anything without a designation is PBA. Then I separate the others by the classification beside the section that says unit.�� � Answer: That is correct.� If a tenant command is not indicated in�the service location, it is in support of PBA.� The applicable tenant command is indicated next to the unit column, of attachment I � Service Locations. Q&A 06152020 Question: I noticed that it says by any means necessary on the lake.�� Does that mean that aircraft including Agricultural drones or crop duster can be used? Answer: Aerial application on the lake is acceptable.� However the technical proposal must detail application process and schedule.� Offeror must also provide appropriate certification/licensure to support aerial application of chemicals. Question: There are several classifications listed under the licensing section in the PWS document that the State of Arkansas does not offer. Answer: State Certifications/Licenses are separate from the US Environmental Protection Agency (EPA).� Offeror must provide the proper certifications applicable to both the EPA and Arkansas State Plant Board, in accordance with the PWS of this combined synopsis/solicitation. Q&A 06162020 Question: PWS Attachment F Item No. 003,003AA,003AB. Will the cost per acre price submitted here be used to calculate the work requirements described in attachment I,4.Weed Control for selective and non-selective applications? There are no other item numbers in the solicitation that reflect this acreage. ANSWER:� That is correct.� Attachment I - shows the locations of service. Notice on SF1449 - W911RP-20-R-3007, that CLIN 0003 and its subCLINs are for Unscheduled services.� Any regularly scheduled weed control will be captured in CLIN001 and be separated out by tenant command (ECBC, QMUN, MEDDAC, PBA,) Please use the SF1449 Solicitation form to capture your price proposal. Question: PWS Attachment F Item No. 0006. Will the cost per acre submitted here be for larvacide applications, barrier applications or ULV(fogging) applications? ANSWER:�CLIN0006 is for unscheduled services, for larvacide applications. ? ? ? ?
