- NOTICE: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� This notice of intent is not a request for competitive proposals.� Any information or responses received may be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Description The Naval Sea Systems Command intends to award a contract, on a sole source basis, to Raytheon Technology in accordance with FAR 6.302-1, for the upgrade of up to eight (8) AN/AQS-20A minehunting sonars to the AN/AQS-20C minehunting sonar configuration, as a follow on contract to the AN/AQS-20C Low Rate Initial Production (LRIP) Contract, N00024-14-C-6302.��� This contract is for a base 12-month period of performance (PoP), with an optional 12-month PoP.� The contract is estimated approximately $42M.� Anticipated award date 30 September 2020. The scope of the requirement will include furnishing government property AN/AQS-20A units, engineering design & development, production, integration and testing necessary to update a maximum of eight (8) AN/AQS-20A configured sonars into the AN/AQS-20C configuration, and performance verification.� As the OEM for both AQS-20A and AQS-20C, Raytheon is the only known source capable of providing the required upgrade to the Navy in the time frame required to support readiness of mission critical efforts necessary to delivery of the Mine Countermeasures Mission Package for the Fleet.� The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other types of supplies or services will satisfy agency requirements to support the Fleet.
