- Description
- The Government requires the capability to effectively maintain, manage, and manipulate contract data.� The effort includes, but is not limited to, data mining systems of record, contract data reconciliation, and ongoing maintenance of contract data.� The envisioned final product includes a full accounting of CECOM contracts, which is reportable, searchable, and provides for business analytics and planning in a single user interface and maintains the authoritative nature of the data. The tools should be able to: Identify full population of active CECOM contracts� � Present contract Meta data and display in dashboard like format.� Data to include: Contract number Task Order Number Applicable period of performance information (including option information) Obligations, including appropriations and expirations, at SLIN level Aggregated information from cost expenditure reports with impact to SLIN level contract funds availability FTE locations and counts and actual personnel locations and counts Contract/Task ceiling amounts as applicable Associated NSN�s Appointed official names and contact info (KO, COR, etc) Visual charting of data such as month to month actual expenditure of obligations Contract type, competition status, socio-economic status, etc Contract inclusions such as GFE/GFM Request for Service Contract Approval status Past Performance Remarks Other metadata as required � Provide the ability to run standard and ad hoc reports on all data � Provide the ability to create briefing deliverables from data � Provide the ability for contractors to directly upload data (vs. providing in electronic delivery through other means, such as MS Excel) � Note: Any solution should be able to appropriately restrict contractor access given the propriety nature of the data being uploaded for each contract Requirements Description: This is a new effort. CECOM has not procured a capability like this in the past. The intent of the Contract Data Management Services effort is to produce a data capture/management and business intelligence capability either stand-alone, cloud based, or other capability that will provide CECOM with a dashboard-like view and reporting capability of all CECOM contracts. Requested Response Information: Sources that can provide Contract Data Management Services are requested to submit information to show their current capability and/ or competence to supply the same or similar services and products. At a minimum, information submitted should include but is not limited to the following types of documentation: Rough Order of Magnitude (ROM) of total price/cost, implementation timeline and strategy recommendation, questionnaire, information on previous government and commercial contracts, data rights, computer systems requirements, etc. In your response, please include your company name, CAGE code, and a technical point of contract with email address and telephone number. Notice, Response Due Date, and Points of Contact: This is NOT a Request for Quote or Proposal. The Government does not intend to award a contract on the basis of this Sources Sought Announcement (SSA) or reimburse any costs associated with the preparation of responses to this SSA. This Sources sought announcement is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business.� Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
