- The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to issue a modification to firm-fixed price (FFP) order 36C10B18F2843 under National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V contract number NNG15SD22B with Four Points Technology pursuant to Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B), entitled Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized .. This notice of intent is not a request for competitive quotes or proposals. However, in accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The primary North American Industry Classification System (NAICS) is 541519 and size standard is 150 Employees. Order 36C10B18F2843 was competitively awarded on September 4, 2018 to provide the VA Office of Human Resources and Administration (HR&A), Human Resource Enterprise Center (HREC) with an enterprise wide cloud hosted, SaaS Emergency Alerting and Accountability System. The selected solution was the Blackberry AtHoc Emergency Alerting product suite. This proposed action is to modify the order to increase the number of training events for administrators from 5 to 8 for per year to support increased training demands, turn on the Single Sign On (SSO) capability within the existing platform for easier access, and to license AtHoc Collect which provides additional alerting, duress, reporting and tracking capabilities to empower VA with greater awareness in the event of an emergency.
