- Description
- The Library of Congress, National Library Service for the Blind and Print Disabled (NLS/BPD) requires contractor support to provide custom individual shipping boxes to package Digital Talking Book Machines (DTBMs). The Library intends to purchase the custom boxes from Willard Packaging Company, Inc. (Willard). The period of performance is July 13, 2020 through July 12, 2024, consisting of a Contract Base Year and 4 Option Years. The vendor shall manufacture and provide the custom shipping boxes to the Library for the NLS/BPD Digital Talking Books program and shall begin upon Award by the Library of Congress. Please see the attached draft Statement of Work (SOW) for more details. The Library intends to fulfill this requirement by issuing a sole source contract award to Willard. Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the attached draft Statement of Work. The capability statement must not exceed five (5) double-spaced pages and shall include the following information: 1) Company name, DUNS number, address, point of contact, phone number, and e-mail address 2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.) 3) References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and 4) Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.) If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it. In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Willard is posted with this notice.
