Description
The Government intends to issue a sole source (Chromalloy, CAGE 0AHL8) solicitation on or about 30 June 2020 with a close date of 30 July 2020 for the overhaul of the F100-PW-220 3rd Stage Air Seal.� The requirement is anticipated to be a total of 5 years, composed of a 3 year basic and two 1-year option periods.� Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency.� This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per USAF PR FD2030-19-00665 and FMS PR FD2030-20-32832 as follows: 1) This is an overhaul requirement to include, complete overhaul, modification, test, storage and shipment of assets IAW the end item�s Performance Work Statement, Air Force Technical Orders or OEM Acceptance Test Procedures to ensure the end item(s) is restored to a serviceable condition. 2) Item description and function:� 9 inches long X 1 inch wide X 2 inches high, weighing 1 lbs., and has a 7.8 degree radius bend to it.� Composed of nickel alloy.� Stationary 3rd Blade Outer Air Seal (BOAS) get rubbed on by the 3rd Stage Turbine blades to create a blade tip-to honeycomb air seal, thereby obtaining the least amount of loss of compressed air for rotation/thrust.� This is a CRITICAL SAFETY ITEM (CSI). 3) List of applicable CLINs: CLIN 0001 (USAF):� Best Estimated Quantities:� 1,305 EA CLIN 0002 (FMS):� Best Estimated Quantities:� 115 EA CLIN 0003:� Data, 1 LT - Not Separately Priced CLIN 1001 (USAF):� Best Estimated Quantities:� 1,406 EA���� CLIN 1002 (FMS):� Best Estimated Quantities:� 115 EA CLIN 2001 (USAF):� Best Estimated Quantities:� 1,415 EA���� CLIN 2002 (FMS):� Best Estimated Quantities:� 115 EA CLIN 3001 (USAF):� Best Estimated Quantities:� 1,299 EA���� CLIN 3002 (FMS):� Best Estimated Quantities:� 115 EA CLIN 4001 (USAF):� Best Estimated Quantities:� 1,356 EA���� CLIN 4002 (FMS):� Best Estimated Quantities:� 115 EA 3) Required delivery: Delivery for USAF CLINs will be every 150 each every 30 days ARO until deliveries are complete.� Early delivery is acceptable. Delivery for CLIN 0003, Data, will be in accordance with required CDRLs. 4) The Government possesses qualification requirements for this overhaul effort; however, at this time, only one qualified source is known, therefore this requirement will be solicited as sole source to Chromalloy, per the sole source authority at FAR 6.302-1. 5) In accordance with FAR 5.207(c)(16)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
