Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA)/SOURCES SOUGHT.� The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division�s Contracting Office (AFLCMC/HNCK), Joint Base San Antonio (JBSA)-Lackland intends to award on a sole source basis a Fixed Price contract for the functional testing, evaluation and repair of the following Cryptographic COMSEC equipment:� 17 each, DAMA Modem, NSN:� 5895-01-437-3110CA, P/N:� MD-1333/A Detailed technical data and drawings for the functional testing, evaluation and repair of the DAMA Modem are not available from the Government.� The current source of this requirement is L-3 Harris Technologies Inc., CAGE: 11627. Required Delivery:� 120 for Testing & Evaluation / additional 30 days for repair after receipt of assets.� The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source.� The Government intends to make an award by August 2020.� No technical data/drawings/Technical Orders are available.� If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within seven (7) days of this publication.� Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned.� An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition.� Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.� IAW AFFARS 5352.20 1-9101, the AFLCMC Ombudsman is Deputy Director, Acquisition Excellence & Program Execution Directorate at AFLCMC/AQ-AZ Workflow (email: ASCA@us.af.mil) or at 937-255-5512/DSN 785-5512, Wright-Patterson AFB, OH.
