- The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support a requirement for Health Information Management Service (HIMS) Coding Support Service, at the following locations: VA New York Harbor Healthcare System (Manhattan Campus): 423 East 23rd Street, New York, NY 10010; VA New York Harbor Healthcare System (Brooklyn Campus): 800 Poly Place, Brooklyn, NY 11209; Northport VA Medical Center: 79 Middleville Road, Northport, NY 11768; James J Peters VA Medical Center: 130 W. Kingsbridge Road, Bronx, NY 10468; VA Hudson Valley Healthcare System (FDR Campus): 2094 Albany Post Road, Route 9A; PO Box 100, Montrose, NY 10548. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611. STATEMENT OF NEED: The Veteran Integrated Service Network 2 (VISN 2) has a requirement for Remote Coding Services for all downstate VISN 2 Medical Center Campuses and CBOCs. Our objective is to maximize collections and meet VISN 2 s short and long-term revenue objectives. As a result, the purpose of our requirement is to ensure all bills are sent to the third-party carriers for non-service-connected care in a timely fashion. The Contractor will be utilized to avoid backlogs during staff vacations and illnesses, therefore increasing revenue. The Contractor will code cases provided to them by the facility under the direction of the Facility Chief Health Information Management Section (HIMS), or designee. The Contractor shall receive work electronically from each VISN 2 Downstate facility. Workload for coders will be provided via NUANCE. NUANCE is an off-the-shelf national product utilized by all VA facilities. Facilities have the option to put the assigned work into a specific Shared Folder for use by the Contractor. The Business Office Automated Data Processing Application Coordinators (ADPAC) or IRM staff will assist when necessary. The protection of that data is of utmost importance, thereby, both the VISN facilities and the Contractor must employ encryption software and the Contractor must not release data except for the purposes of this contract. All Contractor personnel must be required to observe the requirements imposed on sensitive data by law, HIPAA, Federal regulations, and VA policies and procedures. The Contractor must complete appropriate screening of their employees per VA requirements. The Contractor must be responsible for their employees (including subcontractors, if any) in the release of confidential/proprietary information and the divulgence to authorized recipients designated by the VISN facilities. All Contractor employees must have had background investigations performed prior to beginning work for the VA. The VA Information Security Officer will be furnished a copy of the background investigation. Information Security forms will be furnished to the Contractor for completion by their employees. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
