Description
Amended Announcement for TLC RFP No. W912ER20R0029 A. �The sources sought announcement for the Trans-Regional Logistics Complex that was originally published April 29, 2020 has been amended as stated below.� The notice ID is W912ER20R0029.� B. �All sources responding to the sources sought announcement will be vetted by the government.� Only those sources that are successfully vetted will receive the solicitation. �Three attachments (A, B and C) pertaining to the vetting process are provided with this amendment.� For the purpose of this announcement, a source is defined as the contractor that intends to bid as the prime contractor, the prime contractor�s teaming or joint venture partners and subcontractors. �The vetting process is described at paragraph C, Statement of Affiliation.� C. �Statement of Affiliation (SoA):� All interested sources must complete and return the attachment to this announcement titled �Attachment A, Questionnaire Pertaining to Foreign Interest � Statement of Affiliation�.� Read Attachment A carefully.� Based on your replies to the Attachment A, Questionnaire you may be required to answer and provide information required at Attachment B, Statement of Affiliation. �If you are required to submit information required at Attachment B, and answered �Yes� to any of the questions (numbers 1 through 10) in the attachment, a mitigation strategy, as described at Attachment C, must be submitted.� D. �Your responses to the Attachment A, Questionnaire Pertaining to Foreign Interest and, if required, Attachment B, SoA and Attachment C, Mitigation Strategy will determine whether or not your firm is successfully vetted.� E. All subcontractors and partners you intend to team with or otherwise employ in the project must submit the Questionnaire, SoA information, and Mitigation Strategy, as appropriate. � F. �The prime contractor must include its subcontractor and partner SoAs with its SoA.� These documents must be submitted with your expression of interest in this project. G. �The contractor that is selected for award of the contract must pass the vetting process prior to contract award.� The awardee, its teaming partners and subcontractors are subject to vetting as part of the government�s pre-award responsibility determination.� If during the proposal preparation period, during the evaluation period, and prior to award you change a partner or subcontractor, the new partner or subcontractor must be vetted before award. �The contractor, its teaming partners and subcontractors must continue to pass the vetting process throughout post award contract administration.� �� H. �The time the Government takes to vet a new or substitute teaming partner or subcontractor after contract award will not be grounds for a contractor�s request for equitable adjustment or contract disputes act claim for an excusable, non-compensable or excusable, compensable delay. I. �Documents submitted by a prime contractor�s partners and subcontractors, in response to this announcement, should reference the RFP number (W912ER20R0029) and the name of the prime contractor they are affiliated with.�� J.� The government will notify sources that fail the vetting process.� K.� Questions regarding the vetting procedures must be provided by email message.� The subject line of the message should read as follows:� Question Regarding Vetting of Sources_TLC L.� The government will not compensate a source(s) for costs incurred in providing any SoA information. M.� Registration in the System for Award Management (SAM) is not required as a condition of responding to this announcement. �Prospective sources, that intend to propose as the prime contractor, are encouraged to register in SAM.� Registration must be in active status when submitting an offer, during performance and throughout final payment of the contract.� If you are currently registered, please ensure that you are active in the SAM.� To register, log onto https://www.sam.gov/SAM/.�� Instructions will be provided upon request.
