The award will be made based on price. �Quotes will be due by�22�June 2020 at 12:00�AM EST. �Statement of work and CDRLs Attached.� Note Start date of training July/August DESCRIPTION: CLIN 0001 �� Retirement Training July/August 2020 � July/August 2021 CLIN 0002 �� Retirement Training July/August 2021 � July/August 2022 Option YR 1 CLIN 0003 �� Retirement Training July/August 2022 � July/August 2023 Option YR 2 CLIN 0004 �� Retirement Training July/August 2023 � July/August 2024 Option YR 3 CLIN 0005 �� Retirement Training July/August 2024 � July/August 2025 Option YR 4 Statement of Work: Statement of Work For On-Site Retirement Training Courses BACKGROUND: � The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is committed to offering career enhancing training for its employees.� The Workforce Development (WFD) Branch is responsible for coordinating employee training and career development opportunities.� It is significant for an employee to understand his/her retirement responsibilities and options.� Retirement courses will provide the necessary knowledge needed to assist employees with their retirement planning and decisions.� � SCOPE OF WORK: � The purpose of the training is to provide full service, instructor led retirement courses to a maximum of 60 Civilian Government employees per class and allow employee�s spouses to attend and not count towards the total class allotment.� Course content should provide information covering retirement options to include the Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS).� Topics should include but not be limited to: retirement eligibility; Thrift Savings Plan (TSP) tax benefits, contribution rules, transfers, rollovers, loans, withdrawal option, annuities and taxable distributions and an overview of the different funds; planning guidance to include estate, financial and tax planning; how benefits play a role in retirement (annual leave and sick leave); Federal employees Group Life Insurance (FEGLI) benefits and Federal Long Term Care Insurance Program (FLTCIP), Medicare, COBRA, Flexible Spending Accounts, Social Security benefits and spousal/survivor benefits. �The courses should also address voluntary/immediate retirement options, phased retirement options and considerations; creditable civilian service issues; paying for military service periods; computation of offset annuity; and survivorship election needs and considerations.� � The Contractor shall provide three (3) separate classes: Early-Career, Mid-Career and Late-Career Retirement training. � DESCRIPTION OF REQUIRMENTS: � The early-career retirement course is for those employees who are in the early stages of their career (within the first 10 years).� The mid-career course is for those employees who are expected to retire in 10 � 20 years, while the late-career course is for those employees who are expected to retire in 10 years or less.� The late-career course shall explain CSRS and FERS eligibility, rules and requirements however; the early and mid-career courses should only explain FERS eligibility, rules and requirements.� � The length of each course shall be two (2) consecutive days, eight (8) hours each day.� Each two-day course shall be held on separate dates and should offer the option for participants to join by remote access when required.� Specific dates will be agreed upon by the Government TPOC (listed below) and the Contractor.� The contractor shall provide learning materials, which shall consist of workbooks, handouts and quick reference guides for each participant, up to 60 maximum per course.� � LOCATION: � The courses shall be conducted on-site at NSWC IHEODTD, Indian Head/Stump Neck, MD and Picatinny, NJ.� The Government will provide facilities and equipment, including rest rooms, which will be accessible to individuals with disabilities and meet all Americans with Disabilities Act of 1990 requirements. EVALUATIONS AND CERTIFICATIONS: The Contractor shall provide course evaluation forms/surveys allowing participants to provide comments regarding the course and make recommendations for improvement (CDRL A001).� The Contractor shall provide a summary of the information contained on the individual evaluation forms/surveys to the Government TPOC listed below upon completion of this course (CDRL A001).� PERFORMANCE PERIOD: The Contractor shall have a curriculum ready to deliver training and services beginning in July/August 2020.� The majority of the courses will be held at NSWC IHEODTD, Indian Head/Stump Neck, MD however, we could offer several per year at Picatinny, NJ.� The Contractor shall anticipated the following: Early-Career Retirement training (two-day course) � Up to five (5) courses per year. Mid-Career Retirement training (two-day course) � Up to five (5) courses per year. Late-Career Retirement training (two-day course) � Up to five (5) courses per year. The period of performance shall be for one (1) Base Year and four (4) option years. GOVERNMENT FURNISHED MATERIAL: The WFD Office will provide all facilitation supplies at our Indian Head location and the Systems Integration Department will provide all facilitation supplies at our Picatinny Location.� Facilitation supplies include LCD projector, flip chart or dry erase board, and markers (if required). USE OF GOVERNMENT FACILITY: The Government is responsible for providing the facility to accommodate the students and training instruction. 9.0 SECURITY: The Contractor will ensure instructor(s) are able to gain access to NSWC IHEODTD and Picatinny locations to instruct the course.� Instructors must be U.S. citizens.
