Solicitation number:� W912JB-20-Q-0115 Request For Quote (RFQ) Title:��������������������������� NS Sanitation Services Restriction:���������������� Small Business NAICS:������������������������ 562119 Size Standard:�� ��������� $41.5 million Location:������������������� Camp Grayling, Michigan 49739 THIS IS REPLACEMENT OF SOLICITATION W912JB-20-Q-0055 WHICH WAS CANCELLED: PLEASE NOTE:� PARAGRAPH OF 5.1.2 OF� ATTACHED PWS (ATTACHMENT�A) �IS REVISED QUANTITY OF: �163 PORTABLE TOILETS� AND� 62 HAND WASHING STATIONS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, FAR 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation being requested. A written solicitation will not be issued.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04.� This requirement is 100% set-aside for small business.� The prospective awardee must have an active registration in www.sam.gov at the time of award. Vendors are encouraged to verify that their registration is active prior to submitting a quote. If the prospective awardee is not active in SAM data base at the time of award, the prospective awardee will be allowed 3 calendar days to become registered and active in SAM. The award will proceed to the next otherwise successful registered and active offeror if the prospective offeror does not become registered and active by the 3 calendar day deadline. This is a firm fixed price requirement for leasing portable toilets and hand-wash stations to be delivered to Camp Grayling, Grayling Michigan. �Camp Grayling covers 147,000 acres of training area, both in remote locations and in locations in and around the city of Grayling, MI, to include the Maneuver Area Training Equipment Site (MATES), Grayling Army Airfield (GAAF), Camp Grayling Cantonment (main post), and other named areas within the overall Camp Grayling training complex. Camp Grayling includes area across three different Michigan counties, Crawford, Kalkaska, and Otsego counties. Many areas of the training area are very remote, with a diverse network of dirt, sand, gravel, and paved trails and roads connecting training areas. Travel times can easily require one to two hours or more if traveling from one end of the training area to another. Period of Performance (POP): ����������� July 6 � August 3, 2020 The equipment shall be set in the designated location no later than the 24 hours the day before scheduled use and no earlier than five business days prior to the scheduled first day of use. Units shall be clean, in good condition and without defects at the time of delivery. Hand-Wash Stations A hand-washing station is defined as being able to provide one sink per user. Units providing multiple sink stations are counted as the quantity of stations provided for use at one time (i.e. a unit encompassing two sinks is considered two hand-washing stations). Units shall include soap dispensers, dual roll-type towel dispensers and wastebaskets. Units shall be clean, in good condition and without defects at the time of delivery. On-site Servicing Equipment shall be serviced on a daily basis to clean, maintain, and re-supply throughout the period of performance.� The contractor will work with the Point of Contact to determine the servicing schedule.� Servicing will start the day after delivery. Incidentals This is a not to exceed price to be used if needed to move equipment during the period of performance throughout Camp Grayling (i.e. from one range to another station). This includes delivering the equipment on day 1 and pickup of equipment at the end of performance.� Incidental pricing also includes any replacement of equipment due to damages. Inspection and acceptance will be at Grayling, Michigan.� Delivery will be�as required in PWS. � Invoices must be submitted through Wide Area Work Flow (https://wawf.eb.mil). �Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.�� Funds are expected to be received for a timely award. QUOTATION PREPARATION INSTRUCTIONS: The attachment Quote Submission will be used for a contractor to submit their quote.� This includes the company name at the top and bottom of the form.� Pricing Prices must be firm-fixed price FOB destination Terms are Net 30 Prices must be valid for 60 DAYS Price quotes must include unit prices and extended amounts � Technical information/descriptive literature.� Quoters must submit technical information (descriptive literature/specifications) that adequately demonstrates their quote meets the salient characteristics requirement in the PWS of this solicitation.� A general statement of compliance or restatement of the salient characteristics is insufficient.� Ensure the descriptive literature addresses each salient characteristic listed.� Descriptive literature information such as illustrations, drawings, or a clear reference, such as a web site. Information should be readily available to the Contracting Officer.� The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote and literature.� Capability statement. Quotes must include the contractor�s capability statement that includes the following information:� CAGE code as assigned in www.sam.gov, core competencies, and ability to meet the requirements in the solicitation. Contact your local PTAC office at the Small Business Administration for assistance in creating a capability statement. The Government may not consider quotes that fail to include all of the information requested in this solicitation. The contracting officer is not responsible for locating or obtaining any information not identified in the quote.� EVALUATION The government intends to award to the responsible company(s) whose quote, conforming to the solicitation, is most advantageous to the government based on price and other factors that provide the best value. Best value will be determined by evaluating each quote for price, past performance, and technical capability. Technical capability will be rated as acceptable or unacceptable. The government may award to other than the lowest price quote. The perceived benefits of the higher priced quote may merit the additional cost.� Negative or adverse action in FAPIIS or SPRS in the last three years may render your quote unacceptable. All evaluation factors are approximately equal.� Award may be made without discussions or clarifications and may be awarded based on the information of submmited quote as written. Therefore, vendor must provide complete information in the package for the Government to determine the best value. The Government reserves the right to request minor clarifications.
