- DLA Aviation at Philadelphia will solicit a proposal the expansion of the current Integrated Product Support (IPS) elements of the performance based logistics and engineering support currently supplied under Boeing Captains of Industry (BCOI) contract.� These expanded IPS elements will provide support for all United States Navy (USN), United States Marine Corps (USMC) and, Foreign Military Sales (FMS) Cases for: Spain, Canada, Switzerland, Malaysia, Kuwait, Australia, and Finland Fighter/Attack F/A 18A F and Electronic Attack EA 18G Type/Model/Series (T/M/S) aircraft. Efforts are for support directly related to hardware that is procured on various F/A-18 and EA-18G contracts. The IPS Elements have the word ""integrated"" specifically included in the name to reinforce the approach of constructing the product support infrastructure to ensure all functional areas are mutually supporting and non-duplicative in terms of funding, usage of resources (both personnel and materiel), capability, and outcomes. Expanded elements include funded and unfunded actions.� Funded elements include a re-prioritization of tasks under the F/A -18 Automated Maintenance Environment (FAME) integration already included under the existing IPS contract.� This includes re-architecting the AME process workflow and accelerating the design/build from Read Flight Data through Manage User Tasks, modernizing the user interface, increase USN/USMC and NIPPI FAME Technical Data releases to four per year, increasing support for additional IRAC and supplemental publication processing, and developing predictive analytic models to support Hornet health assessment and Reporting Tool. Another new funded element includes Logistics Technical Service Teams Field Service Representatives (FSRs).� These will be highly skilled an experienced in the F/A-18 and EA-18G systems theory and operation who will provide a liaison between USN/USMC Fleeting, Training units, and Industry. The government will also fund Hornet Support Centers (HSC), required to support USMC� and US Navy F/A-18 and US Navy EA-18G aircraft operating out of NAS Lemoore (CA), NAS Oceana (VA), NAS Whidbey Island (WA), NAS Falloon (NV), MCAS Miramar (CA), MCAS Beaufort (SC) and CW-5/MCAS Iwakuni (JP).� The final funded addition is for Failure Reporting and Corrective Action System (FRACAS) Maintenance. Unfunded Items to be included in this modification to existing requirements include Physiological Episode (PE) FSRs at each HSC to act as liaison to the United States Navy, Naval Air Technical Data, and Engineering Service Center (NATEC), and the Contractor�s engineering, quality and logistics communities to ensure technical data and logistics requirements are met in a timely manner.� Reach-Back Engineering Support, engineering reach-back support for the Super Hornet and Growler fleet sustainment with a focus on repair disposition, will be another unfunded requirement included on the upcoming modification.� An additional unfunded requirement will be Out of Reporting (OOR) Reduction Engineering and Logistics Support for the contractor to provide engineering, logistics, and program management support for the F/A-18 and EA-18G aircraft programs to reduce fleet OOR rates, expand IETMS/Structural Repair Manual (SRM) work pages, and improve maintenance troubleshooting, task execution, and planning.� The final unfunded requirement to be included in the modification expanding IPS under this existing contract is for Item Unique Identification for the implementation of IUID on all F/A-18E/F and EA-18G current and future baseline components. This effort contemplated to be procured from Boeing, under the authority of FAR 6.302-1, will be required to provide comprehensive support of the program. The Boeing Company is the original equipment manufacturer (OEM) of these aircrafts with design control, authorization, and documentation to manufacture. The Boeing Company owns the limited data rights to these items. The Government does not have the drawings or complete data packages. The funded and unfunded expansion to the existing IPS contract is planned as a Fixed Price action against the BCOI contract, which is strategic in nature and will be the primary vehicle for procurement of a wide range of supplies. Performance will include a total performance period of three years remaining under the BCOI contract. The scope of work covers the base period Option Calendar Years 2021-2024 Packaging, Handling Storage, & Transportation.
