- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. AG-64PP-S-20-0010 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01.� The NAICS code applicable to this acquisition is 334516.� For a small company to qualify as a small business, the small business standard is 500 employees or less. The Plant Genetics Research Unit, Columbia, MO., has a requirement for equipment for an autonomous SIF measurement system. The system must meet the following requirements: Equipment for Autonomous SIF measurement system -High-sensitivity spectrometer with back-thinned, TE-cooled CCD detector.� Must meet the following specs: 1) Customized with 25um SMA slit, Gold mirror, 695nm longpass filter and H15 grating 2) USB 2.0, 480 Mbps (USB 1.1 compatable); RS-232 (5-wire) 3) Back-thinned, TE Cooled, 1044 x 64 element CCD array 4) 90% (peak) quantum efficiency 5) 4.5 � 5.5 V power supply requirement 6) continuous and single strobe 7) less than or equal to 90% noncondensing humidity rating 8) operating temperature between 0 and 50 degrees C 9) Dimensions not larger than: 182mm x 110mm x 47mm 10) weight no larger that: 1.15 kg for unit and 0.45 kg for power supply 11) Integration Time: 8ms � 3600s 12) Optical Resolution: 6.87 nm FWHM (typical) 13) Wave length range: 350nm � 1.1 micrometers 14) Dynamic range ~85,000:1 15) input fiber connector: SMA 905 16) Onboard Memory: 15,000 spectra 17) Signal to Noise Ratio: 1000:1 (single acquisition) 18) Stray light: <0.08% at 600nm; 0.4% at 435 nm -Vis-NIR Calibrated Light Source -Custom Bifurcated fiber optic cable with fully expanded jacking, 5mm nominal OD jacketing, and 2 legs -Cosine corrector with opaline glass diffusing material -Spectroscopy software compatible w/ spectrometer above and with graphical user interface� -3 year warranty -Must be in compliance with RoHS and ISO 9001:2008 standards DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall provide 1) A Quote on company letterhead detailing the item description, unit price per item, and total price; 2) Descriptive literature, brochures, information on service and support; 3) At least 2 to 3 references for the proposed service (if possible). FAR 52.212.-2, EVALUATION - COMMERCIAL ITEM, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the service offered to meet the Government requirement, including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price.� Award will be made based on overall BEST VALUE to the Government. EVALUATION & AWARD FACTORS - The contract resulting from this solicitation will be awarded to the responsible party whose offer, conforming to the solicitation, is determined most advantageous to the government, cost, and other factors considered.� Each Quote shall respond to each of the evaluation factors identified below.� With the exception of past performance, a technical evaluation will be performed on each quote based solely on the information furnished and not on previous knowledge or associations.
