Description

The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole-source basis to IHS Global, Inc. for IHS Market Gold in support of Lakehurst, NJ and Indianapolis, IN sites. Many of the systems that are combined into the one on-line portal are exclusively available to IHS Market due to exclusive license agreements available only to Haystacks Gold. IHS is a global company with the resources to maintain data and provide support in any time zone. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. This notice of intent is for informational purposes only, and not a request for competitive proposals. The Government will not pay for any responses in regards to this notice. Respondents to this RFI should provide the following: - Technical and experience information on their ability to provide that meets the parts list above - Identification of business size, specifically, small business size status ( i.e. Small Business, Hubzone, 8(a), SDVOSB, etc.) -Rough Order of Magnitude pricing information. Also, all vendors must be registered in Systems for award Management (SAM Database. The internet website is hhtps://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and you�re CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information will be available in subsequent order. Please include CAGE CODE, DUNs Number, and payment terms in your response. Responses should reference N68335-20-Q-0313. All responses received within the 15 days of publication of this notice will be considered by the Government. AMENDMENT 001 The purpose of this amendment is to: �Change the previous solicitation, N68335-20-Q-0313, to be full and open competition. Update the posting from a Presolicitation to a combined Solicitation/Synopsis Add additional information to the title heading to allow for other vendors to compete Include Statement of Work (SOW), Submission and Evaluation Instructions, and Pricing Spreadsheet attachments Update the end date for submissions to 24 June 2020 Update the Primary Contact information The Naval Air Warfare Center, Aircraft Division, Lakehurst intends to solicit for High Performance Search and Retrieval Software, which includes a Comprehensive Web Based Parts & Logistics Research Tool accessible via the Internet, in support of Lakehurst, NJ and Indianapolis, IN sites. Specifications on the requirement can be found in the attached Statement of Work and Submission and Evaluation Instructions. This amendment to the solicitation shall constitute a combined solicitation/synopsis. Any interested offerors must submit a proposal by COB 24 June 2020 to devin.hader@navy.mil . Any proposal shall be in accordance with the attached SOW and Submission and Evaluation Instructions and include the attached Excel file, completed with pricing information. AMENDMENT 002: The purpose of this amendment is to: 1. Clarify the Period of Performance shall be 24 July 2020 - 23 July 2023, inclusive of the base year and two option year periods 2. Update the Statement of Work (SOW) attachment 3. Add Option CLIN 0007 on SOW and Pricing Spreadsheet, Webex or Similar On-line training of the Software per each license IAW the Statement of Work 4. Update CLINs 0001, 0003 and 0005 on the Pricing Spreadsheet Any interested offerors must submit a proposal by COB 24 June 2020 to devin.hader@navy.mil .
