1 . CONTRACT TYPE: This Request for Proposal (RFP) will result in a Firm-Fixed Price (FFP) Indefinite-Delivery Indefinite-Quantity (IDIQ) contract using FAR Part 12 and FAR Part 15 procedures for the purchase of the following commercial item: NOMENCLATURE: (HF) Full Loop Antenna NSN: 5985-01-590-8364 PART NUMBER: RF-3134-AT003 MANUFACTUER: L3Harris, CAGE 14304 2 . PERFORMANCE PERIOD: The performance period for any resultant contract will consist of one (1) five-year base period and no option periods. 3 . GENERAL INSTRUCTIONS: The solicitation package includes the RFP and Attachment 0001 - Technical Requirements.� 4 . APPROVED SOURCE/PART: The approved source for this part-numbered item L3Harris, CAGE 14304. In order to be eligible for award under this solicitation, offerors must be able to provide the approved part number. See the Supplies or Services and Prices/Costs section of the solicitation for approved part number and approved manufacturer CAGE code. Offerors who propose an alternate part number must do so in accordance with DLAD 52.217-9002, Conditions for Evaluation and Acceptance of Part Numbered Items, included in the Instructions, Conditions, and Notices to Offerors section of the solicitation. 5 . Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. Salient Characteristics C.1 Objective In an effort to enhance the basic research capability to characterize rheological properties of materials, including new molecules, formulations, resins and polymers.� The Materials division of the Weapons and Materials Research Directorate (WMRD) within the Army Research Laboratory (ARL), requires the supply and installation of one (1) stress-controlled rheometer with ultra-violet (UV) cure capability to analyze high-melting materials is required. The Contractor shall supply and install the aforementioned rheometer in accordance with section C.2 of this document. � C.2 Requirements C.2.1 The Contractor shall deliver a quantity of two (2) stress-controlled rheometers with UV cure capability to analyze high-melting materials.� The required lead time for delivery is no more than 14 weeks After Receipt of Order (ARO). The delivery location shall be ARL, Aberdeen Proving Ground, MD 21005. The required stress-controlled rheometer with UV cure capability to analyze high-melting materials shall meet the following salient characteristics:� Rheometer Specifications National Electric Manufacturers Association (NEMA) 5-15 or 5-20 plug for electrical connection Maximum torque greater than or equal to (?) 200 mN?m (milli-Newton-meters), and be capable of applying the maximum torque continuously for at least 15 minutes in steady shear without the need of external circulating fluid for motor cooling. Minimum torque (oscillation) 0.5 nN?m (nano-Newton-meters) or less, minimum torque (shear/rotation): 5 nN?m or less Shall be able to control and measure normal force over a range of 0.005-50 N (Newton), normal force resolution: 0.5 mN (milli-Newton) Oscillation frequency range: 1x10-7 - 100 Hz (Hertz) Angular velocity range: 0 - 300 rad/s (radians per second) The rheometer shall be capable of operating in the following modes: �������� Oscillation Mode Tests:��������� Torque/Stress sweep (linear or log) at single frequency Frequency sweep (linear or log) at single torque Frequency sweep (linear or log) at single strain Strain/angular displacement sweep (linear or log) at single frequency Temperature sweep at single frequency/torque Superimposed stress oscillation and steady shear Superimposed strain oscillation and steady shear Multiple simultaneous frequencies superimposed on above modes Flow Mode Tests: Controlled stress or torque sweeps. Controlled rate (1/s) or speed (rad/s) sweeps. Stress stepped flow. Equilibrium stress stepped flow (ensures material has time to respond to each level of stress). Temperature sweeps at constant stress or rate. Squeeze flow and pull off. Creep Mode (transient) Tests: Constant stress creep and recovery. Automatic sensing of steady state during creep test. Stress growth Stress relaxation (transient) test While running the procedure, succeeding steps can be adapted or new steps added. During measurements, the gap shall automatically adjust for thermal expansion. The rheometer shall correct for residual bearing friction & motor & geometry inertia with the actual inertia measured by the instrument. UV (ultra violet)-cure accessory/attachment, using a broad spectrum mercury lamp as a source, to enable ch originals and two (2) thumb drives of your proposal as detailed in the attached RFP via hand delivery or overnight courier to the address below by no later than 2:00 P.M.
