Project No. 542-18-106 Construction Phase Renovate Building 4A & B Floors Outpatient Mental Health Clinic ACQUISITION INFORMATION: THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES. Service-Disabled Veteran-Owned Small Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, (CVE). This acquisition is conducted in accordance with FAR Part 36 & 14, Invitation for Bid (IFB). This project includes all necessary work to renovate building 4A & B, at the Department of Veterans Affairs (VA), Coatesville, PA in accordance with solicitation, specification and drawing requirements, industry standards and all applicable code requirements. The project will construct an Out-Patient Mental Clinic to Mental Health Department based on VA Mental Health Facilities Design Guide Out-Patient Service as well as incorporating VA Patient Aligned Care Team Space Module Design Guide (PACT). Construction work will involve the total demolition and renovation of approximately 28,000 square feet of existing space of 1st and 2nd floors into newly renovated outpatient clinics for Mental Health Department and 3000 square feet on west end of basement. The new work shall meet all applicable VA criteria, Building Codes, Fire Protection / Life Safety Codes and National Electrical / HVAC / Plumbing Codes. The scope of work is to renovate the west basement wing and the first and second floors of Building 4 with associated supporting work in the basement and attic. Construction of a new elevator and shaft at the front exterior of the building and exterior improvements are also included. Disciplines include but are not limited to: site, civil, structural, hazardous materials, architectural, fire protection, mechanical, plumbing, and electrical. ITEM I, GENERAL CONSTRUCTION: Work includes general construction, alterations, necessary removal of existing structures and construction and certain other items included in the specifications and drawings. ITEM II, ELECTRICAL WORK: Work includes all labor, material, equipment and supervision to perform the required electrical construction work on this project including all low voltage work. ITEM III, MECHANICAL WORK: Work includes all labor, material, equipment and supervision to perform the required Mechanical construction work on this project including HVAC, Plumbing and Fire Protection work. The solicitation documents and drawings will be available for download from the Contracting Opportunities website https://beta.sam.gov/ on/or about June 23, 2020. Information concerning the pre-bid site visit will be included in the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the IFB will be posted to the website and bidders are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. In accordance with VAAR 836.204, the magnitude for this procurement is between $10,000,000 and $20,000,000 and NAICS Code 236220 with a small business size standard of $39.5 million. Information concerning Bid Due Date/Bid Opening Date will be included in the solicitation. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY20 funds. The maximum time for completion of the project is 588 calendar days after receipt of Notice to Proceed.
