The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world. Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. Under the International Narcotics Control and Law Enforcement (INCLE) Program, the Department of State (DOS), Bureau of International Narcotics and Law Enforcement (INL) has bilateral narcotics control and law enforcement assistance projects with the Government of Mexico (GOM).� These projects are administered by the INL Section of the U.S. Embassy in Mexico City. The purpose of this PSC will be to provide the administration of information technology (IT) projects in Mexico with funding provided under the auspices of the INL Bureau within the DOS. The PSC shall assist in determining and validating requirements of IT proposals from the GOM and other Mission agencies seeking INCLE funding, implementing and monitoring progress on specified IT projects throughout the Mission, as well as reporting on criminal prosecution and security efforts. Duties and Responsibilities Under the direct supervision of the Mexico City-based INL deputy Director for Management or his/her designee, the Justice Sector Program Coordinator IT Justice Projects will perform the following duties: Manage IT projects under the guidance of the Program Officer and keep the Program Officer updated on the details of such implementation, including progress and problem areas. Provide strategic planning and development of all phases of IT projects under the guidance of the Program Officer.� Such efforts include the complete project implementation cycle and management phases, including research and development, acquisition and implementation, planning, scheduling, budgeting, contracting, and project monitoring.� Serve as Government Technical Monitor (GTM) and coordinating among the Contracting Officer�s Representative (COR) team, vendors, contractors and GOM officials.� Supervise, locally employed staff and contract staff working on IT and related projects.� Plan projects to improve the capacity of Mexican institutions to provide access to justice, especially through improved efficiency through use of IT, with input from the interagency, including USG entities such as the Department of Justice, USAID, and the Embassy�s Justice Sector Reform Working Group and Rule of Law Working Group. Perform feasibility studies and analysis to implement solutions that meet new requirements through the use and implementation of emerging technologies and processes.� Conduct technical and operational analysis, appraisals, and estimates to include project assessments related to civil works, electrical, mechanical, and telecommunications facilities.�� Advise and assist in the preparation of documents for the procurement of systems and equipment, including drafting purchase requests, bid solicitations, statements of work (SOW), requests for source-origin waivers, sole-source justifications, and delivery and acceptance of procured systems, services and equipment. Advise and assist in the technical review and development of recommendations for Mexican agencies on the development of IT projects. Serve as either a COR or a GTM for assigned projects in accordance with the Contracting Officer (CO).� Complete coursework as necessary to maintain and improve knowledge and skills in project management and acquisition. Draft and provide advice and assistance in the preparation of reports on conditions in Mexico, program activities, and program impact, including those to INL, the U.S. Congress, and other U.S. federal agencies. Attend general and law enforcement meetings, national and international conferences and seminars, and meetings with GOM officials and report on discussions, activities and/or decisions as requested by the INL Program Officer. Advise and assist in end-use monitoring (EUM) of U.S. government-supplied commodities and services, preparing an input for the annual EUM report to the U.S. Congress. Advise and assist in the formulation of INL input to the Integrated Country Strategy (ICS). Participate in visits by senior officials and serve as an escort or control officer, including the arrangement of itineraries and logistical support for official visitors. Brief DOS, U.S. Congress and other visiting officials and Embassy staff on the role of INL and the status of projects and related initiatives. When required, perform the role of Duty Officer Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAININGS & DISTANCE LEARNING COURSES Completes the Contracting Officer Representative� (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post.� Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within� the first six (6) months of arriving at Post. Completes the mandatory Foreign Affairs Counter-Threat (FACT) Course (CT650) prior to deployment to Post.� Completes FAC P/PM training for the entry level FAC P/PM certification within nine months of hiring. If applicable - Consultations with the INL Program Office may be required. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS The Program Coordinator IT Project�s main place of operation is in the offices of INL Mexico with occasional travel to Washington DC.� Frequent travel to project implementation sites within Mexico required. Relationship This Program Coordinator IT Projects will serve as the in-country Program Coordinator and report to the Program Officer for the Criminal Prosecutions Team, a Foreign Service Officer.� The Program Coordinator will also work, as needed, directly with the INL Country Director and Deputy Directors, and with other sections and agencies in the Embassy working on criminal justice and related issues.� Complexity Individual must be able to manage IT projects in a foreign country, including promoting U.S. interests with host-government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and integrating competing needs of U.S. law enforcement agencies, state and local governments and GOM entities involved in criminal prosecution and security activities.� Individual must be able to oversee the selection and development of software and hardware, and ensure that IT activities and resources add value to Merida Initiative programs.� Scope and Effectiveness The Program Coordinator for Justice Sector IT Projects will perform a broad range of tasks related to a complex foreign assistance program in Mexico.� The INL programs have a significant impact on Embassy operations including those of other U.S. government agencies.� An essential part of the complexity will be the identification of the project parameters with the GOM counterpart(s) and the subsequent negotiation of goals. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. Personal Contacts The Program Coordinator for Justice Sector IT Projects will work closely with INL personnel, other USG law enforcement agencies within the Mission, contractors implementing INL projects and GOM counterparts. Minimum Qualifications U.S. citizenship and the ability to obtain and maintain DOS Secret level security and medical clearances.� Department of State Ethics clearance (if applicable).� (Security clearance upgrade to TS level may be required) Bachelor�s degree from an accredited U.S. institution AND ten (10) years related experience in the field of information technology OR Associates degree from an accredited U.S. institution AND twenty (20) years related experience in the field of information technology . A minimum of five (5) years demonstrated experience in managing programs or projects, including budget preparation, goods and services procurement, and project implementation and oversight involving IT activities. A minimum of two (2) years demonstrated experience in liaison work with contractors, contracting officers, and requesting offices as well as a proven working knowledge of U.S. government procurement and contract administration procedures and regulations, including U.S. Federal Acquisition Regulations. A minimum of two (2) years demonstrated experience working with the inter-agency community.� Embassy experience is strongly preferred. Demonstrated strong interpersonal and communication skills and extensive experience in liaison work, particularly in dealing with officials of foreign government. Demonstrated management experience.� Skill and ability in managing multiple concurrent activities of varying complexity including changing priorities and short turn-around times. Proficient in Microsoft Office Suite. Possess fluent proficiency of the English language, spoken and written, at the Level 4/4 FSI level equivalent. Possess proficiency of the Spanish language, spoken and written, at the Level 3/3 FSI equivalent. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. INL will not pay for any expenses associated with the interviews. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($88,619 to $130,140 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
