Description
AMENDMENT 1 - Please read the attached Interested Party - REVISED -�in its entirety. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a sources sought for this requirement to establish Master Basic Purchase Agreements (BPA) with offerors who�s response is found to be technically acceptable with fair and reasonable pricing. The offer provided by vendor(s) will be evaluated and determined if it is in the best interest for the Government to establish an agreement.� The Government reserved the right to issue a single or multiple agreements under this sources sought. DoDEA reserves the right to use other evaluation factors, in addition to price in determining which contractor will receive an order under the BPA.� The government also reserves the right to issue additional agreements at any time after this requirement to ensure competition. The resulting Agreement�s documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 48 CFR Chapter 1 [Docket No. FAR�2020�0051, Sequence No. 1]. The Department of Defense Education Activity (DoDEA) is seeking to identify any business willing to enter into a Firm Fixed Price (FFP), unrestrictive Blanket Purchase Agreement (BPA) with furniture contractors selected as a result of this sources sought noitce.� Prospective vendors having the skills and capablities necessary to perform the stated requirements are invited to proivde a letter of interest and capablities for commodities under �North American Industry Classification Code (NAICS) 337122 - No upholstered Wood Household Furniture Manufacturing with a small business size standard for this industry of 750 employees; 337211 - Wood Office Furniture Manufacturing with small business size standard for this industry of 1,000 employees; 337214 � Office Furniture (except wood) Manufacturing with a small business size standard for this industry of 1,000 employees; or 337127 � Institutional Furniture Manufacturing with a small business size standard for this industry of 500 employees. DoDEA has a requirement for the Life Cycle Replacement of School and Office Furniture for three regions:� America, Pacific, and Europe.�� The Americas schools are located within the continental United States as well as Puerto Rico and Cuba; Pacific schools are located throughout Japan, Okinawa, South Korea and Guam; and European schools are located throughout Germany, England, Belgium, Netherlands, Spain, Italy, Turkey and Bahrain.� This agreement is needed in order to provide 21st Century furniture; office furniture, school furniture (classroom grades Pre-K to 12th) to include administrative areas, common areas and outdoor school furniture to replace existing furniture. The furniture requirement will include but is not limited to general purpose classrooms, specialty classrooms (e.g., science, chorus, art, JROTC and band), teacher furniture, common area furniture (e.g., information center, cafeteria, kilns, shooting range target frames) and outdoor seating. The products included but not limited to attached products list and vendor�s online catalog.� Please see the ATTACHMENT A titled �DoDEA Furniture List� for a list of items, quantities, and units of measure for a minimum requiremnt of supplies. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. General Information: Date(s) and place(s) of delivery and acceptance and FOB point will be listed in the BPA Call. DoDEA Procurement contracting officers may issue a call in writing up to $250,000.00. Total amount of all calls placed against each BPA shall not exceed $15,000,000 over the ten-year life of the agreement. DoDEA Procurement contracting officers intend to issue a competitive request for quote on each call order to provide all awardees a fair opportunity to submit their proposed quotes.� Award of a order under this agreement will be made only after the contracting officer has made a determination that the offer represents the Lowest Price Technically Acceptable offer.� An order should become bidinding upon issuance of the order by the contracting officer. EXTENT OF OBLIGATION.� The Government is obligated under this BPA only to the extent of the individual order awarded against this agreement.� This agreement specifies no gurantee minimum and this agreement does not preclude the Government from contracting for similar furniture purchases utilizing other contract vehicles. DoDEA Government Commercial Purchase Cardholders (GCPC) are not authorized to issue a call either orally, by fax or by e-mail against the established BPAs. Delivery time: ���������� U.S. schools -�90 days after receipt of call order(s) ����������������������������������Overseas Schools � 120 days after receipt of call order(s) Army Post Office (APO) and Fleet Post Office (FPO) delivery addresses will be provided for all school locations to include overseas school locations; therefore, shipping cost shall be included in the unit price.� See ATTACHMENT B � DELIVERY ADDRESSES. Payment will be made through Wide Area WorkFlow (WAWF) via electronic funds transfer.� Please click on the link to learn more about WAWF access: https://wawf.eb.mil Each BPA will be reviewed annually and may remain in place for up to ten (10) years. As prescribed in DFARS 252.204-7004, interested vendors must be registered with the System for Award Management (SAM) under the identified NAICS.� This can be done by accessing the Internet at www.sam.gov or call 1-866-606-8220.�� Representations and Certifications must also be on record through SAM at www.sam.gov. Vendors should identifiy experience with International Shipping and any regional offices in the region they are providing supplies and services.� Supplies and work performed under the agreement shall be within the parameters set forth in the Performance Work Statement and specifically defined or controlled by call orders executed by the Contracting Officer or Ordering Officers.� Call Orders shall be in writing and shall be issued to the contractor with the following information: Description of requirement Basic Ordering Agreement and Task Oder Number Appropriation and funding data Total price of the Order Time allowed to complete the order Applicable special instructions as required Other pertinent information Awards will be made to technically acceptable offerors with fair and reasonable price. To be considered technically acceptable the offeror(s) must provide a detailed description of the entire process for ordering furniture at a minumum: a.� Offeror�s proposal must provide a detailed description of the entire process from the time the call order is placed until furniture is deliver, assemble, and installed at a minumum: � It is critical that DoDEA stakeholders know exactly what type of furniture they will receive and the total cost to them including shipping and installation while at the same time we would like some flexibility in item selection.� DoDEA will consider a muliple awards of no more than 3 to 5 vendors per region.� b.� Identify if you are supporting the Americas, Pacific, Europe or all three locations. � Offerors must provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. A statement that the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. The Defense Priorities and Allocations System (DPAS) is not applicable. All offers shall be emailed and shall be received NLT 7 July 2020 @ 4:00 EST, during normal business hours Monday-Friday, 7:30 am - 4:00 pm (except for Federal Holidays).
