- Defense Logistics Agency (DLA) Troop Support Clothing & Textiles (C&T) Directorate is conducting research to determine industry capabilities for Military Dress Trousers. This is a Request for Information (RFI) only and not a solicitation for proposals. This announcement is considered Market Research in accordance with FAR 10. The primary purpose of this announcement is to identify potential domestic sources with domestic and non-domestic manufacturing capabilities. This announcement also seeks to determine the availability of domestic and non-domestic components of the end item Dress Trousers in addition to determining domestic production capacity limitations/challenges. Domestic sources using domestic components with domestic manufacturing capabilities are preferred in accordance with DFARS 252.225-7012 Preference for Certain Domestic Commodities (DEC 2017). Additional market research may be conducted prior to posting any solicitation. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this RFI will be used for informational purposes only. Any proprietary information submitted will be protected if appropriately marked. Vendor participation is not a promise for future business with the Government. DLA Troop Support C&T, Philadelphia, PA anticipates soliciting competitive procurements for the list of attached items. The resultant awards are anticipated to be Firm Fixed Price (FFP) Definite Delivery-type contract with a period of performance consisting of up to a 12-month term period for each end item. The information for the Cloth material is provided for informational purposes and will need to be provided as contractor furnished material (CFM). Pending the results of market research, the Trousers are anticipated to be solicited separately as individual items. Anticipated quantities will be provided as a reference at a later date via modification to this notice. The quantities are subject to change at time of synopsis for the anticipated procurements should solicitations materialize from market research. The Unit of Issue (UoI) is Pair (PR) for the Trousers. Once the quantities are provided, a revised response�date will be established for this RFI. Contractors must be registered with the Central Contractor Registration (CCR) at System for Award Management (SAM) http://www.sam.gov to be eligible for an award.
