- Description
- The Government is seeking a maximum of 25,181 rsf and 19,985 ABOA for 10-year term, 8-years firm and 2-years soft with 90 calendar days termination after the firm term or within the soft term. Must meet BSL � 2 requirements. Offeror will provide lab ready warm lit shell per the RLP and POR. Offered space to include base building systems and proposed laboratory space to meet Biosafety Level 2 requirements or greater per the NIH Design Requirements Manual (DRM). Only buildings designed and constructed as Bio-Safety Level Two (BSL-2) laboratory uses will be considered for this solicitation.� Structures designed and constructed as office space and then converted to BSL2 will not be considered. Delineated Area: Within Montgomery and Prince George�s counties as further delineated as follows: Beginning at the intersection of the Potomac River and the W city boundary of Washington, DC (POB); NW along the Potomac River to Riley�s Lock Road; North on Riley�s Lock Road to River Road; East along River Road and continuing along Seneca Road (aka Rte 112); NE along Seneca Road to Darnestown Road (aka Rte 28); NE then SE along Darnestown Road to Muddy Branch Road; North along Muddy Branch Road to Great Seneca Highway (aka Rte 119); SE long Great Seneca Highway to Sam Eig Highway (aka I-370); NE along Sam Eig Highway and continuing E along the Intercounty Connector to Baltimore Avenue (aka Rte 1); SW along Baltimore Avenue to Powder Mill Road (Rte 212); East along Powder Mill Road to Edmonston Road (Rte 201) ; S along Edmonston Road, becoming Kenilworth Avenue (Rte 201) to Annapolis Road (Rte 450); W along Annapolis Road to Bladensburg Road (Alt Rte 1); W on Bladensburg Road to the E city boundary of Washington, DC; NW along the E city boundary of Washington, DC becoming Eastern Avenue NE to Western Avenue NW and the W city boundary of Washington, DC; SW along Western Avenue NW to with POB. Amended to include the following:� Beginning at the intersection of Great Seneca Highway (Rte 119) and Sam Eig Hwy, NW along Great Seneca Highway (Rte 119) to Longdraft Road; then NE along Longdraft Road to Clopper Road, then NW along Clopper Road to Game Preserve Road, then NE along Game Preserve Road to Frederick Road (Rte 355), then SE along Frederick Road (Rte 355) to Hwy 370 to the POB. Structure & Building Envelope: First floor space not below ground level is preferred due to heavy equipment requirements exceeding 150 lbs. per square foot. Building envelope and primary structure shall be designed to meet BSL-2 pressurization requirements. Interior column spacings shall be no less than 11�-0� on center. Floors of mechanical rooms or interstitial area are to be designed to prevent leaking. No corrugated metal decking or other assemblies which cannot be waterproofed are allowed. The building must meet Class C/500mips for vibration criteria. Finished ceiling heights throughout all lab spaces to be 9�-6� minimum and 8�-6� minimum in all other areas. A minimum of 16 inches unobstructed clear space above all finish ceiling is required. Site and Security Requirements: The site and parking lot shall be ADA/ABA accessible. Total parking spaces required are 75. �An ISC Faculty Security Level (FSL) assessment shall be performed as part of the ISC Risk Management Process Standards when evaluating all buildings. A secured loading dock capable of servicing large box trucks is required. Building entrances are required to have key card access. Utilities: Typical underground utilities shall include telephone, electric power, public water and sewer, high speed fiber optic cable, and natural gas. Mechanical System Requirements: The building laboratory spaces shall have automatic temperature / humidity controls provided through a central direct digital control system with 24/7 monitoring capability. Supply air handling system for the office areas shall utilize a recirculating system with ventilation rates meeting the latest ASHRAE 62.1 & 90.1 Standards and the IMC. Supply air handling systems for the laboratory spaces shall be dedicated 100% outside air and separate from those serving the office spaces. Supply and exhaust HVAC systems shall meet all DRM requirements. Minimum ventilation for laboratory spaces is 6 air changes per hour (ACH) of 100% single pass outside air. N+1 redundancy is required. Electrical System Requirements: The building�s electrical service will require both normal power and emergency power. Emergency backup power will be required. An N+1 emergency generator system with a double walled fuel oil storage tanks sized to support 100% of the entire premises leased space for up to 96 hours and separate from Life Safety. Economically Advantageous The urgency of this requirement will consider existing partial BSL2 DRM space which meets the program and is economically advantageous to the NIH. Tours of Responsive BSL2 Space The Government will consider two tours, the first to determine minimum technical requirements and the second to complete assessment for responsiveness of the EOI. Flood Plain Offered space shall not be in the 100-year flood plain. All EOI responses should be no longer than 5 pages, single spaced, 12 fonts and include responses to the questions on the attached Preliminary Expression of Interest Questions.
