Description
The General Services Administration (GSA), Great Lakes Region 5, announces an opportunity to provide General Construction (GC) services for the Customs and Border Protection Seized Cargo Facility project in Detroit, MI.� The GC award will be set aside for 8(a) business concerns and will be competitively chosen using source selection (FAR 15) procedures. The objective of the source selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the total evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include Past Experience on Similar Projects, Project Management Plan/Approach, Qualifications and Experience of Key Personnel, and Past Performance in providing General Construction Services on similar projects. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The estimated total construction costs for the project falls within the approximate range of $1,000,000 to $5,000,000. The construction contract is anticipated to be awarded in January 2021, with a performance period of 365 calendar days for the project.� The requirement for this opportunity includes construction services for a seized Property Vault at the Fort Street Cargo Inspection Facility, 2810 West Fort Street, Detroit, Michigan, at the Ambassador Bridge border crossing. The Seized Property Vault will include renovation of existing interior office spaces within the Broker Building, the construction of a new annex adjacent to the renovated space, to be the Seizure Processing Area and the High Security Vault and site improvements. The project scope includes renovations to existing interior office space, construction of a new high-bay warehouse building connected to an existing building, and site improvements associated with the new building. New construction consists of cast in place concrete, precast concrete wall and roof construction. High volume cargo inspection operations at the construction site that cannot be interrupted by construction operations, combined with considerable site constraints, will require multiple adjustments by the contractor during construction. Time is of the essence with regard to completion of the new facility. Interested contractors should have experience in the following: Precast concrete / tilt-up structures, as an addition to an existing building.� Illustrating construction logistics (staging of construction materials and activities) on a constrained site. Projects with selective demolition of existing site and building elements. Working on office tenant improvement projects within an existing facility. Installing security and Information Technology wiring and infrastructure. Installing exterior security fencing assemblies. Modifications or additions to HVAC Systems. The NAICS code is 236220. The GC shall be a member of the project team. The GC selected for this project shall work along with the GSA and GSA�s selected Architect and Engineer (A/E) firm and Construction Manager as Agent/Commissioning Agent (CMa/CxA). The services required of the GC shall cover a wide range of construction activities. The GC is at risk and is responsible for involvement in the project and administration of the construction. This contract will be awarded at a Firm-Fixed Price.� Joint Ventures: Joint Venture or firm/consultant arrangements will be considered and must submit an acceptable joint venture agreement. The solicitation package will be available on or about 7/14/2020. The solicitation package will only be available electronically. Potential Offerors will be responsible for downloading the solicitation from the beta.SAM.gov website, and for monitoring for possible amendments and/or additional information.� A pre-proposal conference will be hosted virtually and will be held in approximately 1 week(s) after the solicitation is issued; currently scheduled for 7/22/2020. Guidance for site-visits will be provided in the solicitation. A link to the Pre-Proposal registration form will be included in the solicitation posting, and anyone interested in attending the pre-proposal conference shall complete the form and submit it no later than one week prior to the pre-proposal conference. Please note, the number of people attending will be limited to two individuals per company/team. We consider attendance at this conference vital to the preparation of a competitive and cost effective proposal and to understand the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. The offers will be due on or about 8/25/2020.� All responsible sources may submit a proposal which shall be considered by the agency. In order to be eligible for award, offerors are required to provide electronic representations and certifications in the System for Award Management (SAM), which can be accessed at: https://www.sam.gov. This website is designed to safeguard Controlled Unclassified Information (CUI). The website is part of the System for Award Management (SAM), and is available for use by all Federal agencies. In order to obtain information from beta.sam.gov, you will first be required to register with SAM. All government contractors must be registered in SAM prior to receiving an award.
