ADVANCED NOTICE � Naval Surface Warfare Center, Crane Division (NSWC Crane) 10 U.S.C. �2371 Consortium Manager PIIN: N0016420SNB72 FSC: AC21/AC22/AC23 � NAICS: 541715 Closing Date: 31 July 2020 Overview: NSWC Crane, located in Crane, Indiana, is issuing this advanced notice announcement to notify Industry partners of its intent to competitively seek a Consortium Manager for management of a multiple year Other Transaction (OT) agreement resulting in a consortium for other transactions (OT) authorized under 10 U.S.C. �2371 for basic, applied, and advanced research projects.� The Consortium will address topics related to current and future security threats in the Electromagnetic Spectrum (EMS), Trusted Microelectronics, and Strategic Missions Hardware environments.� United States leadership in EMS, Trusted Microelectronics, and Strategic Missions Hardware is critical to military dominance and economic sovereignty. Loss of this leadership position threatens the United States� ability to deter adversaries and prevail in conflict. NSWC Crane�s objectives in establishing the Consortium are: (1) develop a relationship with industry and academia to establish streamlined processes for obtaining research; (2) establish an agile and collaborative working relationship amongst the Government and academia/industry; (3) establish a consortium comprised of entities possessing significant research capabilities to meet Government needs associated with the Consortium Technology Focus Areas attachment; (4) provide services such as attracting, vetting, selecting, and retaining members relevant to the Consortium Technology Focus Areas attachment. Offerors may submit comments/questions concerning this OT requirement, either technical or procedural, to the points of contact listed below. The Government may or may not respond to any and all comments/questions. Any comments/questions that affect the nature of the forthcoming Request for Solutions (RFS) via Special Announcement will be posted to beta.SAM.gov.� The Government anticipates RFS issuance fourth quarter of fiscal year 2020.
