Solicitation #: N00173-20-RFI-CY04 Procurement Type: Special Notice Title: Advanced Autonomous Underwater Vehicles (AUV) Metrology Sensors NAICS: 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing Classification Code: AD91 � R&D (Other Basic Research) Response Date: 3 July 2020 Primary Point of Contact: Courtney Williams, courtney.williams@nrl.navy.mil Description: This is a Justification for Other Than Full and Open Competition (JOFOC) to enter into a sole source contract with L3 Harris for an improved and upgraded IVER3 AUV. The upgrades consist of the following: High Resolution Side Scan Sonar, Acoustics Communication, Camera, Post Processing, Shipping Case Underwater navigation � position accuracy of 0.3% Sound Velocity � at least 6mm/s for sound speeds within 1400 and 1600 m/s. Magnetometer � 500m Explorer Pro magnetometer with an associated 5m tow cable. Accuracy of 0.1nT with a sensitivity of 0.001nT. Operator Console � 512GB solid drive, 8GB RAM memory and integrated GPS Forward Looking Sonar � 200m range Spare Energy Section � over 750 Whrs Government Furnished Property (GFP) will be provided for this effort, consisting of two NRL-owned L3-Harris IVER3 AUVs. These vehicles have been designed, developed and produced by L3 Harris. They require modifications and upgrades to accommodate new payload requirements in order for NRL to support its current and future innovative research programs. This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1. The contemplated contract will be a Firm Fixed Price (FFP) type action.� This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice. Only submissions to the contracting office POC shall be considered.
