- The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO), Fort Meade, Maryland intends to negotiate a sole source contract with Bluestone Logic LLC, 1100 Vermont Ave NW Ste 350 Washington, DC, 20005-6335. To provide mission critical engineering and DoD acquisition expertise to the GCCS-J PMO, and Chief Engineers to support GCCS-J sustainment and modernization activities in accordance with (IAW) the tasks identified in this PWS and IAW the Joint C2 Objective Architecture.� The requirements for these tasks will be to execute a broad range of System Engineering tasks supporting the GCCS-J PMO. This effort includes, but is not limited to, strategic planning, conducting trade studies on various engineering topics, and performing engineering analysis.� The contractor will provide options with recommended paths forward, migration plans for transitioning legacy systems components, updates to GCCS-J modernization documentation and provide ad-hoc engineering support to the GCCS-J Chief Engineer and Program Manager. DoD program management and senior-level acquisition experience is essential.� The contractor shall have a demonstrable ability to create acquisition documents; perform analysis of program level data; anticipate requirements; and independently perform such tasks in a dynamic environment with the resultant outputs prepared for a varied audience of stakeholders.� Stakeholder include the Joint Staff (JS); Undersecretary of Defense (Comptroller) (USD(C), DoD Chief of Information (CIO), Deputy Assistant Secretary of Defense (DASD) for Command, Control, and Communication (C3) Space and Information Technology (IT) Programs and Resources, DISA, Combatant Commands (COCOM), and Joint Task Force (JTF) Commanders. This is not a request for competitive proposals. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source pursuant with the limited source justification in accordance with FAR 8.405-6(a)(1)(i)(B). A Justification and Approval (J&A) for sole source by the Government will be posted and made available no later than 14 days after contract award.
