Description
The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the Government of Mongolia (the �Government�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance in the amount of 350 million USD (�MCC Funding�) to help facilitate poverty reduction through economic growth in Mongolia (the �Compact�). The Government, acting through Millennium Challenge Account-Mongolia (the �MCA-Mongolia�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Pre-Qualification Document is issued. Any payments made by the MCA-Mongolia under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA-Mongolia shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC website (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: � A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (AWPP); � A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and � A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar�s water supply. This Invitation for Pre-Qualification follows the General Procurement Notice that posted on MCA-Mongolia�s website (https://www.mca-mongolia.gov.mn/), dgMarket, UNDB Online, and Mongolian news portal site �Ikon.mn� on April 13, 2020 and published in Mongolian daily newspaper �Daily news� on April 13, 2020 and �Unuudur� on April 14, 2020. MCA-Mongolia now invites applications for pre-qualification for the Construction of an Advanced Water Purification Plant (AWPP) and SCADA Controls. As per the guidance in the Instructions to Applicants, Applicants must demonstrate that they meet the minimum requirements stated in the Pre-Qualification Document (�PQD�) to pre-qualify. The Qualification Criteria, Works Requirements and Application Forms are included in the PQD. The Pre-Qualification will be conducted through the pre-qualification procedures described in the PQD associated with this Invitation, in accordance with the �MCC Program Procurement Guidelines� that are provided on the MCC website (https://www.mcc.gov/resources/doc/programprocurement-guidelines). An electronic copy of the PQD in the English language is available on the following link: https://bit.ly/2Yo0Z2w, which can be also found on MCA-Mongolia�s website or may be requested from the Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn via e-mail with the subject line �Request for Pre-Qualification Document for AWPP� indicating their full contact information in the email. This will also ensure that interested parties and potential applicants receive updates regarding this PQD. Any clarifications needed shall be submitted in written to the Procurement Agent at PA-Mongolia@charleskendall.com, cc to procurement@mca-mongolia.gov.mn not later than 5:00 PM, Ulaanbaatar time on July 16, 2020. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than 5:00 PM, Ulaanbaatar time on July 27, 2020 to all registered applicants. The Q&A document will also be posted on the MCA-Mongolia�s website https://mca-mongolia.gov.mn/. Applications for Pre-Qualification (�AFPs�) must be uploaded to the submission link specified in the Pre-Qualification Document not later than 10:00 AM, Ulaanbaatar time (GMT +8), on August 17, 2020. Please note that only electronic AFPs shall be accepted. Late AFPs will not be accepted under any circumstances.
