Description
The United States of America, acting through the Millennium Challenge Corporation (�MCC�) and the Government of Mongolia (the �Government�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Mongolia (the �Compact�) in the amount of 350 million USD (�MCC Funding�). The Government, acting through Millennium Challenge Account-Mongolia (the �MCA-Mongolia�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Request for Consultants Qualification is issued. Any payments made by the MCA Entity under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. No party other than the Government and the MCA Entity shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. The Compact and its related documents can be found on the MCC (www.mcc.gov) and MCA-Mongolia website (https://mca-mongolia.gov.mn/). The Compact will assist the Government in meeting the projected demand for water in the capital city of Ulaanbaatar for residential consumers and commercial and industrial users through a Water Supply Project, consisting of three closely related investment activities: A Downstream Wells Activity, to construct new groundwater wells with attendant transmission lines, reservoirs, and an advanced water purification plant (�AWPP�); A Wastewater Recycling Activity, to construct a new wastewater recycling plant and pipelines to provide high-quality treated wastewater that can be used instead of fresh water by water-intensive industries, thereby increasing the amount of fresh water available for household consumption; and A Water Sector Sustainability Activity, to support policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar�s water supply. MCA-Mongolia now invites applications from eligible Individual Consultants to provide the consultant services to review Pre-Qualification Applications and/or Submission of bids from qualified firms. MCA-Mongolia will not consider interests and qualifications from companies or organizations for this selection of individual consultants. The individual consultants who are successful shall be called upon to become members of one or more Application Review Panels for the following pre-qualifications: a. Pre-qualification for Construction of AWPP and SCADA controls (CP-2); b. Pre-qualification for Construction of Well houses/Pumping Station/Conveyance/fiber optic cables for SCADA (CP-3); c. Submission of bids from qualified firms for AWPP and SCADA controls (CP-2); d. Submission of bids from qualified firms for Construction of Well houses/Pumping Station/Conveyance/fiber optic cables for SCADA (CP-3). During the evaluation of pre-qualification applications, the individual consultant shall recommend to MCA-Mongolia the applicant firms to be included in the pre-qualified shortlist for each of these contract packages. The pre-qualification phase will be based on the MCC Standard Bidding Document (SBD) for Pre-Qualification of Works and will incorporate elements from MCC�s Quality and Price Based Selection process. For the bidding phase of these two works packages, MCA-Mongolia intends to use invitations for bid based on the MCC Standard Bidding Documents (SBD) for Procurement of Large Works. During the competitive bidding process, the individual consultants will evaluate the bids submitted by the qualified bidders. For each position, the consultant is expected to have the following qualifications and experience: The Consultant shall hold a minimum of a bachelor�s degree or equivalent in a related field; A minimum of 15 years of demonstrable experience in the water sector including: For evaluation of the Advanced Water Purification Plant (AWPP): significant involvement in a minimum of three projects for treatment of water or wastewater; For evaluation of the Well houses/Pumping Station/Conveyance/SCADA: significant involvement in a minimum of two projects which installed main transmission pipelines, construction of pump stations, installation of submersible pumps and associated electrical and controls equipment; Experience in the evaluation process for large works procurements specially in the water sector; Work on international donor funded projects preferred but not required; Excellent written and oral communication skills in English. Individuals may indicate their interests in more than one area if they meet the qualification requirements. Detailed Terms of Reference and Submission Documents are included in Request for Consultants� Qualifications Document. Consultants will be selected under the Individual Consultant Selection (ICS) method in accordance with the procedures set out in the MCC Program Procurement Guidelines that are provided on the MCC website (https://www.mcc.gov/resources/doc/programprocurement-guidelines). Consultants should send an e-mail with the subject line �Request of Complete RCQ for the Individual Consultant Selection to review Pre-Qualification Applications and/or Submission of bids from qualified firms� to the Procurement Agent at PA-Mongolia@charleskendall.com with a copy to procurement@mca-mongolia.gov.mn. Interested consultants should provide their full contact information in the email message. This will also ensure that interested consultants receive updates regarding this RCQ. Any clarifications needed shall be submitted in writing to the Procurement Agent at PA-Mongolia@charleskendall.com, cc to procurement@mca-mongolia.gov.mn not later than 3rd of July 2020 by 10:00am, Ulaanbaatar Time. MCA-Mongolia will consolidate all submitted requests for clarifications and will issue a Q&A document not later than 3rd of July, 2020 by 05:00pm, Ulaanbaatar Time. Qualification documents must be uploaded to the submission link specified in the RCQ document not later than 8th of July, 2020, at 10:00 am, Ulaanbaatar time, Mongolia (GMT+08.00). Only electronic submissions will be permitted (hard copies will not be accepted). Late submissions will be rejected.
