Description
Notice of Intent for Sole Source Award � Brevard County South Reach Sea Turtle Surveys SOLE SOURCE ANNOUNCEMENT 1.� Introduction U.S. Army Corps of Engineers, Jacksonville District intends to award a sole source contract to University of Central Florida - Marine Turtle Research Group, located at 4000 Central Florida Blvd, Orlando, Florida 32816, United States. 2.� Description of Services a.� Through a firm fixed price services contract, UCF Marine Turtle Research Group is to survey nesting Threatened and Endangered (T&E) sea turtle species at the project footprint and all areas used for beach construction access of the Brevard County South-Reach project effort b.� The Contractor shall provide Pre-Construction services for surveying nesting T&E sea turtle species and relocating nests that are deposited within the project footprint and all areas used for beach construction access of the Brevard County South-Reach project effort 65-days prior to construction to an approved FWC approved location.� Note: For this contract, surveys with nest relocations are anticipated to begin as soon as August 28, 2020 or as directed by the COR.� The construction schedule will be provided once the construction project is awarded and schedule provided by the construction contractor for planning purposes. c.� On a weekly basis, Contractor will perform daily early-morning surveys/relocations of the beach, before 9 a.m., estimated to begin as soon as August 28, 2020 or as directed by the COR along the South Reach beach nourishment project area.� The surveys shall be conducted on all sandy beaches within the project area and all areas used for beach construction access.� Nest surveys and egg relocations shall only be conducted by persons with prior experience and training in these activities and who are duly authorized to conduct such activities through a valid permit issued by FWC. The Brevard County South-Reach project is approximately 3.8 miles in length commencing in Indialantic and extending to Melbourne Beach (between FDEP monuments R-118.3 and R-141) (Technical Exhibit C).� Contractor shall monitor the beach for sea turtle nesting and relocate nests that are within the construction footprint and all areas used for beach construction access to an FWC approved location.�� The construction contractor�s schedule will be provided as soon it is received so it is available for consulting with FWC.� UCF will coordinate with FWC on the relocation area.� The approved relocation area shall be provided to the USACE COR prior to commencement of relocations.����� The NAICS code is 541620 3.� Authority 10 USC 2304(c) (1) or 41 USC 253(c) (1); FAR 6.302-1:� Only one responsible source and no other supplies or services will satisfy agency requirements 4.� Reason for Sole Source� �A sea turtle monitor is required and must be permitted by the state. Under Florida Statute 379.2431 (1) and Florida Administrative Code Rule 68E-1, the FWC can only issue a permit for sea turtle conservation work if there is a need for that activity. On beaches where FWC has already issued a permit to an individual, organization, or firm to conduct nesting surveys, the FWC does not issue a second permit unless additional activities not being conducted by the existing permit exist. UCF Marine Turtle Research Group is the sole permit holder for turtle monitoring for the FCCE Brevard County South Reach Project. 5. No solicitation package will be issued. This Notice of Intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 PM Eastern Time on July 14, 2020. Inquiries will only be accepted via email to james.t.vinson@usace.army.mil and CC gerald.l.garvey@usace.army.mil. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
