Description
NASA/GRC has a requirement for NASA Delay Tolerant Network (DTN) Code Base, known as Interplanetary Overlay Network (ION). NASA/GRC intends to purchase the items from Ohio University.� Ohio University has been providing this service for 10 years, originally under Grant Number NNX09AD87G, under purchase order number NNC12VE58P and most recently under Contract Number NNC15CA25C and has intimate experience with the NASA ION code base and its unique support requirements.� Ohio University currently maintains under NNC15CA25C, the existing automated build and test environment for the code that has been validated by the NASA DTN Project, maintains the secure code distribution servers and provides support services and documentation for the ION releases.� NNC15CA25C expires July 31, 2020 and NASA must maintain the relationship with Ohio University because of their expertise in the ION implementation.� The current proposed effort is exclusively for services. This is not a request for quote.� This is a sole source synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Brian Evans at brian.m.evans@nasa.gov not later than 4:30 p.m. local time on July 14, 2020.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
