Description: AMENDMENT 0001 Q&A Q1.� Does the ship require a media filter for each system to remove large particles?� The bid references only ""a prefiltration component"". 1.18 Standard is a 20 micron and 5 micron cartridge filter.� Will just the cartridge prefilters meet the specification? If there is space for the media filters, we encourage them to be used.� Should we include the media filters in our bid.� A1. The installation will reuse piping already in place for the evaporators. Each system needs to be fully independent�as they will be installed in separate�hulls of a SWATH vessel. Include media filters if available in the bid as a separately�priced item along with dimensions/space requirements.� Q2. Regarding 1.1.9.2 ""alarming for water quality issues"":� Does this refer to a visual alarm and auto shut down for faults or does this mean an audible alarm is also required? A2. A visual alarm and shut down faults�is sufficient. Ideally the fault�could be fed to a wonderware based automation and monitoring system, but this may be priced as a separate�item. Combined Synopsis/Solicitation The National Oceanic and Atmospheric Administration, NOAA Ship Ferdinand Hassler currently has two Aquamar desalinator units (model AQ-2/3) that are used to make potable water on the ship.� The evaporators units run off waste heat generated by the ship service generators.� Operationally the ship only requires one generator to be online at a time.� That limits water production to only one evaporator.� The generators typically do no produce enough heat to efficiently produce water and meet the needs of the crew. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number NMAN2145-20-01403 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06.c. The North American Industry Classification Code (NAICS) for this acquisition is 333249, Other Industrial Machinery Manufacturing ; the small business size standard is 500 Employees. Scope of Work Provide two (2) each reverse osmosis style fresh water makers units for the production for potable water onboard the NOAA Ship Hassler with the following salient characteristics. (End of Clause) NAM 1330-52.270-304 NOAA ACQUISITION AND GRANTS OFFICE OMBUDSMAN (OCT 2016) The NOAA Acquisition and Grants Office (AGO) Ombudsman is available to organizations to promote responsible and meaningful exchanges of information. Generally, the purpose of these exchanges will be to: Allow contractors to better prepare for and propose on business opportunities. Advise as to technologies and solutions within the marketplace that the Government may not be aware of, or is not fully benefiting from. Identify constraints in transparency and process. The AGO Ombudsman will objectively, reasonably, and responsibly collaborate with parties and recommend fair, impartial, and constructive solutions to the matters presented to him/her. Further, the AGO Ombudsman will maintain the reasonable and responsible confidentiality of the source of a concern, when such a request has been formally made by an authorized officer of an organization seeking to do business with, or already doing business with NOAA. Before consulting with the AGO Ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations with the respective contracting officer for resolution. However, direct access to the AGO Ombudsman may be sought when an interested party questions the objectivity or equity of a contracting officer�s decision, or when there is a bona fide reason to believe that reasonable, responsible, and objective consideration will not be received from an assigned contracting officer.
