1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.A. Project Title: VA GLA ATS and Switch Gear Maintenance 1.B. Description: VA Greater Los Angeles Healthcare System has a requirement for maintenance on 31 Automatic Transfer Switches (ATS) and 2 Switch Gear in accordance with NFPA 110 and NEC 700.3. ATS voltages are 208/120 and 480/277. Switch Gear voltages are 4160 volts. 1.C. Project Location: VA Greater Los Angeles Healthcare System, 11301 Wilshire Blvd, Los Angeles CA, 90073. 1.D. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26220Q1022. 1.E. Set Aside: This solicitation is 100% set aside for Service-Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 1.F. Applicable NAICS code: 23810, Electrical Contractors and Other Wiring Installation Contractors. 1.G. Small Business Size Standard: $16.5 Million 1.H. Type of Contract: Firm Fixed Price 1.I. Period of Performance: Base Year + up to Four (4) Option Years 1.J. Wage Determination: SCA Wage Determination No. WD 2015-5614, revision 16, Davis Bacon Act GD CA20200022 05-29-202 1K. Key solicitation milestones are: 1.K.1. A site survey will be conducted at 1000 am Tuesday, July 14, 2020. Participants will meet outside of bldg. 46. All participants must have face covering and practice social distancing. Please email peter.kim33@va.gov to indicate that you are participating in the site survey 1.K.2. VA Greater Los Angeles Healthcare System (VAGLAHS) has a requirement for maintenance on 31 Automatic Transfer Switches (ATS) and 2 Switch Gear in accordance with NFPA 110 and NEC 700.3. ATS voltages are 208/120 and 480/277. Switch Gear voltages are 4160 volts. Maintenance services will consist of an annual maintenance/inspection for a total of 5 years. 2.A. Scope. The contractor shall check in and coordinate with the Engineering Department at VAGLAHS prior to perform the following tasks: 2.B. Specific Tasks: 2.B.1. Contractor must attend the job walk to identify ATS locations. 2.B.2. The contractor shall provide all labor, materials, transportation and specialized equipment necessary to provide the required services. Location ATS BLDG 500 TSGA,GB, TS1A,1B, TS3A,3B, TS5A,5B, TSPA,PB 480 or 208 volts BLDG 215 ASCO 480 volts BLDG 217 ASCO 480 volts BLDG 300 ASCO 208 volts BLDG 236 ASCO 208 volts BLDG 222 ASCO 208 volts BLDG 295 ASCO 480 volts BLDG 501 Zenith 1200 amp, 480 volts BLDG 304 ASCO 400 amp, 2 units. 208 volts BLDG 205 Russelectric 225 amp, 208 volts, ASCO 400 amp BLDG 206 Russelectric 225 amp, 208 volts BLDG 207 Russelectric 225 amp, 208 volts BLDG 210 Russelectric 225 amp, 208 volts BLDG 12 ASCO 208 volts BLDG 212 ASCO 208 volts, 2 units. BLDG 213 ASCO 480 volts, 2 units BLDG 214 ASCO 480 volts BLDG 257 ASCO 480 volts, Russelectric 208 volts BLDG 256 Russelectric 208 volts BLDG 299 Russelectric 4160 volts, Switch gear BLDG 215 Russelectric 4160 volts, Switch gear 2.B.3. The contractor shall provide a full report to the VA Engineering Department within 14 days after the completing the service on each piece of equipment. The service and report shall meet all NETA specifications for the maintenance, testing of equipment up to 5000V. 2.B.4. Contractor shall coordinate and schedule work during regular/ after hours. Some ATS need to be scheduled on weekends. 2.B.5. Contractor shall provide service/maintenance, test/documentation reports per NFPA 110 and NEC 700.3 to 31 ATS (208/120, 480/277 volts) and 2 Russelectric Switch Gear (4160 volts). Contractor shall be NETA certified for testing and maintenance of equipment up to 5000V. 2.B.6. Contractor must be experienced and certified in the servicing of equipment rated at 5,000V or higher. 2.B.7. All work must meet NFPA 110 and NEC 701.4 requirements. 2.B.8. Upon completion of all work, the contracting company shall notify the Electrical Engineering Department Supervisor/Lead for verification of job being performed in accordance to the SOW. 2.B.9. The contractor shall provide a written report when any defective ATS or Switch Gear is found. 2.B.10. Contractor Qualifications. Contractor shall be trained/qualified on the following and be prepared to show documentation of training/qualification upon request 2.B.10.A. High Voltage Electrical Transfer switch testing and maintenance 2.B.10.B. Participate in the Joint Apprenticeship training program and provide certificate of completion of the 3 year training program. 2.B.10.C. California Licensed Journeyman Electrician or other state equivalent 2.B.10.D. Trained in automatic transfer switch maintenance for ASCO, Russelectric, Zenith, Onan, Eaton. 2.B.10.E. Trained in Emergency Standby Generation systems, 208 to 4160 volts. 2.B.10.F. Technical training for field engineers 2.B.10.G. Trained in Electrical Diagram Analysis 2.B.10.H. Electrical safety for OSHA 1910 NFPA 70E and National Electric Safety code for high voltage 2.B.10.J. Low and medium voltage circuit breaker testing 2.B.10.K. Medium/High voltage splicing 2.B.10.L. LOTO Procedures and practical applications 2.B.10.M. Medium Voltage Switches, Vacuum switches 2.B.10.N. Low and medium Voltage circuit breaker maintenance 2.B.10.P. Power quality measure test and Monitoring 2.B.10.Q. Troubleshooting Medium voltage Switch Gear and Automatic transfer switches 2.B.10.R. Safety program and safety equipment 2.B.10.S. Provide and utilize calibrated voltage and current recording equipment 2.C. General Requirements 2.C.1. Rules of the Station: Contractor shall comply with all rules of the facility, including security badging, non-smoking and privacy, and reporting to the COR upon arrival at the facility. 2.C.2. SMOKING POLICY. Smoking is strictly prohibited on the grounds of any VHA facility. Per VHA Directive 1085 dated March 5, 2019, it is VHA policy that all VHA health care facilities, including hospitals, community clinics, administrative offices and Vet Centers, will be smoke-free for patients, visitors, contractors, volunteers, and vendors effective October 1, 2019. There will no longer be designated smoking areas. 2.C.3. Contractor shall obtain a Contractor I.D. Badge from the VA police. All Contractor personnel are required to wear I.D Badge during the entire time on VA campus. 2.D. Performance Monitoring. The Contracting Office Representative (COR) will monitor contractor performance. The COR will certify the work was done in accordance with the SOW. COR will inspect the system once the service has been completed and the system is returned to normal operation. The Contractor shall comply with all applicable regulations and guidelines of the Joint Commission (JC), Occupational Safety and Health Administration (OSHA), California Public Utility Commission and/or any other pertinent federal, state, and local policies relating to the herein mentioned work. All tasks accomplished by the Contractor personnel shall be performed to preclude damage or defacement to patient or Government-owned property, equipment and facilities. The Contractor shall report any damage caused by the Contractor personnel to the COR. The Contractor shall replace items or repair property, equipment or facilities to previous condition, if the Contractor is determined to be at fault for the damage. 2.E. Work Hours: Normal Working hours are 7am to 4pm, Monday thru Friday 2.E.1 The Vendor is not required to provide service on the following National holidays, nor shall the Vendor be paid for these holidays. The following national holidays observed by the Federal Government: New Year s Day 1 January Martin Luther King s Birthday Third Monday in January President s Day Third Monday in February Memorial Day Last Monday in May Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day 11 November Thanksgiving Day 4th Thursday in November Christmas Day 25 December If a holiday falls on Sunday, the following Monday shall be observed as the National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government agencies. Also included would be any day specifically declared by the President of the United States. 2.F. Changes to contract: Only those services specified herein are authorized. Changes to the contract are not authorized and reimbursement shall not be made for any work services performed outside the scope of this contract, unless prior authorization is obtained in writing from the Contracting Officer. 2.G. Personnel Policy: The Contractor has full responsibility for the protection of its personnel furnishing services under this contract, such as providing Workers' Compensation, professional liability insurance, health examination and social security payments. Payment for any leave, including sick leave or vacation time is considered the responsibility of the Contractor. The Contractor shall follow all existing local, state, federal employment laws and/or union regulations relevant to fringe benefits and premium pay for their employees. 2.H. Contractor Submittals /Insurance Requirements: 2.H.1. The Contractor shall comply with Federal and State Workers Compensation and liability insurance. Reference FAR clause 52.228-5-Insurance and Subpart 28.307-2-Liability. 2.H.2. The Contractor shall furnish to the Contracting Officer within fifteen (15) days of award an Official Certification from the insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished at least thirty (30) days prior to the expiration date of the current insurance policy. The phrase will endeavor is not acceptable terms to the Government and such coverage carrying that phrase will be rejected and services may not be rendered until proper certificate is issued. 2.J. Background Screening: In accordance with VHA Directive 0710 all Contractor personnel providing services under this contract shall be the subject to a background screening and shall receive favorable adjudication from the VA prior to contract performance. The level of screening for this contract is: Special Agency Check (SAC) only unless a National Agency Check is determined to be required by the VA ISO and/or Privacy Officer for contract personnel assigned to a low risk/non-sensitive position is expected to work more than 180 days. Any employee whose background investigation yields unfavorable results shall be removed immediately from performance under this contract. In the event the screening is not completed prior to contract performance; the Contractor shall be responsible for the actions of those individuals performing under the contract. 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 effective June 5, 2020.
