Pre-Solicitation Notice for Draft Request for Proposal (RFP)/ Industry Day The purpose of this Pre-Solicitation Notice is to inform industry of USSOCOM�s intent to issue a Draft RFP for Linguist Support Services. �This Draft RFP will allow for questions to be submitted and be followed by an Industry Day on the morning of 9 March 2020. �Once the Industry Day is completed the Government will provide an opportunity to schedule One-on-One meetings with interested vendors beginning on the afternoon of Monday, 9 March thru Friday, 13 March 2020. This notice is NOT a formal solicitation and does not constitute a RFP. �The Draft RFP will be attached to this notice prior to Industry Day. �Please direct questions or comments regarding the pre-solicitation/ Draft RFP notice in writing to the points of contact listed in this announcement.� The Government is particularly interested in industry recommendations and feedback to improve contract transition and performance incentives. Proposals will NOT be accepted. The Final Solicitation (RFP) is anticipated to be available at a later date following conclusion of the Industry Day and One-on-One Meetings. Industry Day Information: Date:� �9 March 2020 Time:� 0900 Location: USO Warrior and Family Center, 5940 9th Street, Ft. Belvoir, Virginia 22060 Security Clearance Required: None Max number of Industry Day Participants per Company/Partnership/Team: 2 One-on-One Meetings: 9-13 March 2020 Registered Attendees are requested to arrive early to sign in and obtain seating so we may begin on time. �� Interested parties shall submit the following information by the response date stated in this announcement: Name and CAGE Code of prime entity Name and official company email address of point of contact for unclassified correspondence regarding this solicitation. Names of individuals (2 maximum due to space limitations) and contact information (email and mobile phone) who will attend the Industry Day. Date and time (morning or afternoon) of requested One-on-One meeting.� Meetings will be scheduled on a first come, first served basis with preference given to non-local vendors earlier in the week. Names of individuals (4 maximum) who will attend One-on-One session to include email address and mobile phone number in the event of last minute schedule changes. The above information shall be submitted in writing to the points of contact listed in this announcement. All individuals attending the Industry Day and/or One-on-Ones must have base access to Ft. Belvoir, VA.� Information regarding base access can be found at https://belvoir.armymwr.com/promos/gate-access. Please note that base access requirements and procedures are subject to change without notice. The Government will respond with an acknowledgement when submitted vendors and individuals are successfully registered to attend.� The schedule for One-on-Ones will be distributed no later than 2 March 2020. Update to Pre-Solicitation Notice:� 14 February 2020 This requirement is for Linguist Services in support of SOF Military Operations primarily in OCONUS areas.�� The contractor will provide foreign language interpretation, transcription, reporting, and translation services to support Classified Overseas Contingency Operations Worldwide. The current funded requirement is for a total of 229 linguists in a variety of target languages.� The successful offeror must hold a Top Secret Facility Clearance at the time of proposal submission.� The majority of the linguists must hold a security clearance, can expect to be deployed full time to both Declared Theaters of Active Armed Conflict and Other than Declared Theaters of Active Armed Conflict, and must meet minimum physical fitness standards.� DRAFT RFP posted 6 March 2020.� Please provide questions, comments and or/ recommendations for improvement by the due date listed in this notice. No further information is available from the contracting office at this time.
