-------------------------------------------------------------------------------------------------� AMENDMENT 0002 DESCRIPTION: The purpose of this amendment is to provide a revised Attachment 1 � Price Model. The date and time for the submittal of quotes is extended through 29 JUNE 2020, 3:00 P.M. EDT. �Offerors shall ensure that submitted quotes are consistent with the formulas contained in this version of the price model and must contact the contract specialist for a new SAFE drop-off request if re-submittal is required. -------------------------------------------------------------------------------------------------� Summary Description. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, �Streamlined Procedures for Evaluation and Solicitation for Commercial Items,� as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All non-price factors will be evaluated using the procedures at FAR 13.106-2, in accordance with FAR subpart 12.602 �Streamlined Evaluation of Offers�. The price factor will be evaluated in accordance with FAR 13.106-3. This solicitation is being issued 27�May 2020 as a Request for Quote (RFQ). The Request for Quote will be made available through www.beta.sam.gov on RFQ No. W9133L20Q2502, with subject titled: Applied History Support Services. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-05/03-30-2020. This procurement is being issued as 8(a) set-aside. The North American Industry Classification System (NAICS) code 541990, All Other Professional, Scientific, and Technical Services, and Product Service Code R999. DESCRIPTION OF REQUIREMENTS: This is a non-personal services contract to provide Applied History support services to the NGB History Office (NGB-HO). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Applied History Support Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. Services include identifying, collecting, and organizing primary and secondary source documents; responding to research requests and supporting NGB leadership and staff with accurate historical information papers, background papers, and special studies; maintaining a historical collection of documents and books; participating in the training of historians; and processing ARNG unit history, lineage, and heraldry actions. See the Performance Work Statement (PWS) for detailed description of services. CONTRACT TYPE:� This solicitation is a request for Quote (RFQ) that will result in the award of a firm fixed priced (FFP) contract solicited under FAR PART 13.5. CONTRACT PERIOD OF PERFORMANCE:� The period of performance for this requirement is be one Base Year of twelve (12) months with four (4) option years plus the option to extend services in accordance with the clause at FAR 52.217-8. PLACE OF PERFORMANCE: The work to be performed under this contract will be performed at the National Guard Bureau (NGB) offices located within the Pentagon, Washington, DC and/or Temple Army Readiness Center (TARC), Arlington, VA as dictated by mission needs and government space availability, with the exception of off-site interviews and archival research, which will be performed within the National Capital Region. The primary place of performance shall be TARC, 111 S. George Mason Drive, Arlington, VA 22204. Telecommuting is authorized as described at paragraph 1.6.5.1. of the PWS. THE DEADLINE FOR ALL PROPOSALS TO BE SUBMITTED IS 29JUNE 2020, 3:00 P.M. Eastern Daylight Time (EDT). ALL PROPOSALS MUST BE TRANSMITTED VIA DoD SAFE (Secure Access File Exchange) IN ACCORDANCE WITH THE INSTRUCTIONS PROVIDED HEREIN.
